The source document is not a `.html` file (which is why you can't find one) but rather HTML generated by the wiki engine. You can find the source in MediaWiki markup format by looking at https://fedoraproject.org/w/index.php?title=Communicating_and_getting_help=edit. However, that content should not be just auto-converted. It really needs an entire rewrite. I agree that the "old" tag doesn't look good, but it's worse for it to be outdated and not give any warning. So, help wanted.
