How to fix this?

Not a problem. 

Yes, the operating system learning curve can be painful if you are using 
unusual hardware.

In your case, your FTDI adaptor seems to be the problem, as it requires an 
extra kernel module to be enabled.  If you instead used a PL2303 compatible 
serial adaptor it would have worked fine the first time with no 
customization required.

So your choices are:

   - buy a PL2303 serial adaptor and use that as your hardware
   - or update your os to current and hope the module will modprobe 
   successfully
   - or try to follow the link I provided with what seems to be one way to 
   get the modprobe to work
   - or reflash your os to current, after saving your setup someplace and 
   restoring it so you don't lose your skin customizations

Warren provided a link to how to backup and restore your configuration in 
his reply.  Eventually you will need to know how to do that no matter how 
you solve today's problem.

It's very easy to make a backup, including all your customizations and
database, store them offsite, and restore on top of a new installation (as
long as they are the same weewx version)

You have a very old os and python version from your logs and this thread. 
 It is far simpler to just put a new SD card in and start over on a clean 
installation.

My recommendation is to just flash a new SD card with current RaspiOS and 
start over.  That only takes a few minutes and is known to work.

Try "sudo modprobe ftdi_sio"

Then run 'sudo dmesg' again and see if it attached a device in /dev 
successfully...

"lsmod" does not see much.
And when I try this with "insmod", it's not terrible.

Try /dev/ttyUSB0 and see if that works

The dmesg command will tell you which device is attached.

Here is the output for my pi4, which uses a pl2303 serial/usb adaptor to 
connect to a Davis serial logger.

Yes, that's what I also thought: a problem in my IP adapter. (the LED no 
longer flashes)

Fortunately I have a USB adapter in a corner. I will change that.

I am guessing that you are trying to connect to a Vantage station through
an ethernet connection. Your computer is complaining that there is no path
to the IP address 192.168.0.13.

1. Is this truly a Vantage with an IP logger? They exist, but they are very
rare. Perhaps it is really a USB or serial logger, and you specified the
wrong type in weewx.conf under [Vantage].

2. If you truly have an IP logger, make sure you have the right IP address,
and that your router is letting you access it. You may have a firewall
problem.
