No person shall be deprived of life intentionally except in execution of a sentence passed in a fair trial by a Court of Competent Jurisdiction in respect of a criminal offence under the laws of Uganda and the Conviction and sentence have been confirmed by the Highest appellate Court Folks, this is the wording of Article 22 of the Constitution of the Republic of Uganda. This Article entitled Protection of right to life is in the bill of rights and forms the gist of the fundamental and other human rights and freedoms. These rights are inherent and not granted by the State. Under Article 20 (2) of the Constitution, this right and others are to be respected, upheld, and promoted by all organs and agencies of Government and by all persons. Indeed what happened in Koboko was unfortunate. I have failed to decipher how one can talk of smuggling in the middle of a town like Koboko and Arua. Besides that How some trigger happy lumpen can deprive an innocent Ugandan of the right to life under the flimsy guise of collecting taxes. Please any body who has access to the family members of the deceased should link me up with them and I will provide probono or free legal services to ensure that URA compensates the family members. Dear colleagues, I would like to thank Alaka for asking to be connected to the families of our fellow west Nilers killed in cold blood in broad day light by the army men working for URA. For long our lives have never been valued in this country. The British used us to fight their own wars in all the colonies. Ever since the Btritish left successive governments have used us to shed people's blood and that of our own. In all the wars this country has fought we have lost young people on both sides of the frontline. I have just burried my own young brother with bullet wounds from Congo. At a time like this when we are tying to dissuade our people from the gun culture and try other options, the powers that be are yet again turning the gun on unarmed civilians struggling to survive. When the big shots in government smuggle goods worth billions of shilling and the stories are run in the news papers, URA looks the other way and the very people who should be held accountable are rewarded with promotions. When these poor folks in Westnile try to sell afew litres of fuel to feed their sturving families they are short dead and the URA staff have the audacity to deny the act and seek to protect the gunmen. What kind of justice is this? For whom is the law? These are some of the things that may provoke some one to do the unthinkable! We can not go on seing some people trembling on other people's rights while helplessly looking on! There must come a time when people start realising that we have the capacity of to bring to an end these senseless bood shed of our people. Mr Alaka, thank you for volunteering to seek conpensation for the families. However i feel you should take it beyond compensation and ensure that those responsible pay the price of committing murder. I will be very grateful if that can be achieved. The education we have attain will be meaningless if we can put it to the service of the ordinary people. Thank you David, Robert, Caleb and Sam for your responses. This was a premeditated, cold blooded murder committed in Koboko under the guise of revenue collection/smuggling prevention. No one condones tax evasion or smuggling or any cheating of anyone. But for URA to go to the extent of killing people is beyond reason. How many billions if not trillions of Uganda shillings are embezzled in Kampala and people are forgiven for it. And here in West Nile, people are killed for trying to avoid to pay 10,000 shs tax!!! Caleb, this issue has been the main subject of discussion on Kobokonet since it happened and your name has been mentioned many times as someone to be approached. For some reason certain people thought you were on Kobokonet and actually requested your help. But your classmate/schoolmate Zachary Lomo did mention that he may get in tough with you. However, as you know, he is still in England. Mr. Stephen Todoko, Coordinator of Anticorruption Coalition Koboko and Chaiperson of the Board of Directors, Anti corrpution coalition of West Nile would be is in the best stead to funrnish you with the necessary details. He can also link you to the families. One thing we have to notice is that the reporter wrote a completely biased newspaper article which putting blame squarely on the victims as well as the people of Koboko. This is the problem when newspapers send reporters who have no allegiance to the area to report on atrrocities committed by people who do not come from the region. The reporter must be asked to retract his malicious article. There is the law and if any person of sound mind would speak about the supremacy of the law when someone is murdered for such flimsy reasons as tax evasion/smuggling rather than blamming the victims. The Government of Uganda must educate Ugandans nationwide about the importance of paying taxes or teh conssequences of smuggling and how it will affect the economy of the country. There is no need militariasing a government agency when government has not done its duty to fully educate people. besides, the multiple standards of treating people when it comes to abuse of funds must stop! Unfortunately, this situation is apparently rampant in the region, but it amounts to unparelleled indiscipline by (1) the teachers, (2) students, (3) parents (who have either lost control - most kids just dont care to listen any more; or many current generation also equally irresponsible, dont be surprised if they are in those same 'joints' with their kids). As I understand it, the local councils (village, subcounty and district) have the powers to come up with legislation to regulate, limit or even ban these discos and video shows etc in order to restore some sanity. Take the Christmas day shooting at Alikua trading Center, Maracha, where a Senior 2 student was shot and killed at a disco by eithet the district police commander and his escort -- they are in court and behind bars over this -- it is sad ...
