Hello All,

On a serious note, we are back together at Club Palui this Friday (Tomorrow) 
for yet another edition of west Nile theme night. This theme night will be a 
special one because we shall have two world cup games run on giant screens 
concurrently i.e.( all together four games). So what this means is that, do not 
think of going elsewhere to catch your games tomorrow.
Remember we have ;

5PM kick off:
North Korea Vs Ivory Coast
Portugal Vs Brazil

930pm kick off:

Switz Vs Honduros
Chile Vs Spain

Now for people like Aza’bo, we shall give them chance to show case their 
singing talent at halftime break and after the first set of games, we shall 
have performances from Various artists including our very own home artists and 
guest artists.

DJ Blouse will be in the house to sweep you off the floor with his serious 
collection of Lingala and your favorite hits.

Details of these will follow in subsequent communication

Fellow citizens from Arua,

It very disgusting to say the least.  It is a reflection of the type of 
leadership we have in Arua District; from the RDC to LC-V to whoever  When 
services are not delivered we are very quick to blame the Central government.

Implementation of government or local government projects requires proper 
planning and active finance and planning committee comprising the CAO, RDC 
(overseer of government programmes), and of course the LC-V who is the 
"governor" of the district.  To begin with one of the them has not been in the 
office (because he is studying at a univeristy), the other is fighting everbody 
in the district (the Municpality inclusive) and the CAO is left to handle 
everything from planning to accounting for funds.  What would you expect!!!

In my view for any local government system to work, we must have appropriate 
structures in place and clear headed people in the structures to manage for 
effective implementation of projects.  Proprer project planning is therefore a 
pre-quisite for effective service delivery, which comprises the following 
stages;  DEFINITION OF THE SCOPE OF WORKS, PREPARATION OF PROCUREMENT 
DOCUMENTS, TENDERING AND AWARD, COMMISSIONING THE CONTRACTOR, ACTUAL 
CONSTRUCTION STAGE, TESTING & COMMISSIONING THE PROJECT AND THE FINAL 
HANDOVER.  All these stages have a finite time frame that can not be 
circumvented.

Therefore, if funds are returned like the above situation, it is a reflection 
of proper planning on the part the part of those charged in the District.  It 
also shows that our District leaders have failed our people.

Mr. President,

 

Many people have expressed their views and various opinions have been given
on this subject. From the views and opinions, we are certainly in position
to identify a number of problems. I imagine the way forward is to see how
and where WNF comes in. The challenge I see though is that up to this point
all the arguments about this and that are being raised from one side. We
have still not heard from the Local Government side. Ideally, they should
have presented the problem statement to us before the forum members take to
the floor.

Mr. President,  as we try to forge a working relationship with our local
leaders, we need to be mindful that our success as community pressure group
in making a positive contribution to the development of our region has a lot
to do with the full involvement of the local leaders. They are the people on
ground. They know much more how the system they work in operates. Obviously
they know what has and what has not happened in this case.

 

This debate has nearly come to an end. A decision will have to be made. The
question is "How are we going to make such a decision when one side of the
story is not presented?"

 

And even if we did, how and where do we start the working relationship? We
can not afford to work in isolation or else our efforts may be frustrated.

It is therefore important, Mr. President that you seek audience with the
Accounting Officer to appear on this forum.

 

If possible, you should also give us direction on this issue so that
together we resolve what course of action to take. This issue is very
important to all of us and it would be good to reach a meaningful position
on it.
