to Mzee Simei Nyai.

2.  If the above is possible can we legally (and by other means available) 
advocate for what is due to him or

3.  Can we ensure that he gets the due recognition for having made this noble 
contribution?

WestNilers (particularly Caleb and the legal fraternity), your humble 
suggestions for practical steps to be taken on the above matter will be highly 
appreciated.

FYI, Mzee Simei Nyai lives (if I can vaguely remember) in Edroze, near Okuambo 
Cuu in the eastern part of Greater Mvara.

I am glad you have raised this. I have followed this issue of Simei Nyai
with keen interest. I undertook to have his side of story heard by arranging
interview with him that run in The New Vision about three or four years ago
around such a period of independence day celebrations. It was full page
interview with his picture. At that time he showed The New Vision letters
from RDC of Arua and some correspondednces with presidents office
coordinated by Joram Ajeani who was then MP before he went as Ambassador to
Zaire (now DRC).
To my surprise no politician from West Nile picked to address the issue on
the floor of Parliament. Unlike Kakoma who composed the national anthem and
took on the legal path, and go compensated after several years of legal
battle. Simei has no resources to get through the legal process. As I write
now though retired he is a voulunteer teacher in a primary school (I dont
recal the name) between Oluko and Binze in Oluko division, Arua district.
Those who are willing to assist him to follow up can contact ine of his
daughters Perry Ndezo Okuonzi who lives in Kampala on 0772440418.

Thanks for this information. I remember of recent, the Professor who
wrote the National Anthem dragged Government to Court and he was
compensated. Suits always have limitation periods. but for continuous
issues like use of royalty, Limitation periods do not apply. I will
try to discuss with Matenga, Ojaku, Akile, Ondoma and Okecha and we
shall see the way forward. The Old man needs to prove that it is him
who designed the flag

In westnile we know the trend, when a man or woman dies, the children and or the wife are stripped naked of the property of the deceased by the relatives and this has caused so many problems becuase we do not write wills. There was a suggestion to have it broadcasted from here live on radio pacis. This could act as an example of how cafes work for the Arua team. Then a committee will be formed in arua to continue with it like in Kampala.
The committee of kampala is to liaise with Arua and radio pacis in particular to have the next topic broadcasted so that people in the coverage of radio pacis can benefit but unfortunately they will only be able to listen but not participate. If there are other radio stations that would be able to do the same, we would be happy.
Our legal team who were present yesterday agreed to get a facilitator from Administrator generals office for this discussion, so it will be important for many people to benefit from it.
 
what I suggest for now is for you and Asindua to work with the Kampala team to have the next cafe broadcasted live on radio pacis and this will be the starting point.
 
We dont have to have it necessarily broadcasted on radio but this suggestion was to ensure more people benefit, basically we need to identify a popular joint with regular members and consult with them if they are interested, if they agree we can start with them. It normally happens over the weekends  once a month but the group can agree to the best time. If radio pacis agrees to do live broadcasting from the joint, this would be an added advantage. So to start it in Arua, you need to  help us identify such a place in Arua so that we can start it.

Let me apologise for my inability to render a respponse in regard to the pledge I made to contact the managment of Radio Pacis to host the Scince cafes. I did contact the Arua Diocese Health Coordinator, Asindua Philip who is receptive. He has a weekly health programme where the the key presenter is Dr. Onzubo Paul, the Arua Municipal Medical Officer Health.
 
I am not sure how you intend the presentation on the radio is to be done: whether we use a locally based expertise or presenters in Kampala will travel to Arua. Let me know so that I can get back to Asindua. I am trying to secure his registration on the WNnet for ease of the coordination work. 
 
I also suggest establishment of simmilar arrangements with other FM Radios in the region, esp. those in Moyo, Adjumani, koboko and Nebbi.
