Hi all!

Education and cultural or self cultivation should help us realize the reason
for our pride. Can we define ourselves as a system in this network? Is it
necessary to have a second thought about clarity? If yes, how can we
practically define our horizon of concern as a system?

[WestNileNet] Ministry for West Nile?

I just got curious to read some link some colleagues have sent suggesting
that we could lobby for a "Ministry of West Nile" affairs to address our
needs! It could be good, BUT...Well, according to me, West Nile doesn't need
a ministry. First of all, such a ministry would provide an unnecessary
avenue for the people in charge to "eat" free money without doing anything.
After all, the main cry in the villages is for medicine in the hospitals and
health facilities, clean water; poor standards in schools, inaccessibility
of quality education for majority of the folks, etc. Secondly, it wouldn't
directly benefit West Nilers because a ministry is a government property so
you could still get somebody from Bundibugyo to head the "ministry for for
West Nile affairs" and the secretary from Busia. For me, the critical issue,
as a good measuring yard-stick, is to rather ask: have the special
ministries for Luwero and Karamoja yielded tangible results to those areas
to the effect that they are now doing better? A few weeks back I saw a
terrifying and a shameful picture in one of the newspapers where a
Karamojong family-both mother and children eating a dry hide (cow skin)
because of hunger! Sometime back in the 90s a woman Victoria Ssekitoleko was
accused of having eaten huge sums of money meant for building valley dams
for Karamoja...etc. All these are indicators that a special ministry (in the
current Ugandan setting) is a white elephant for the target group. As all
are all too aware, Uganda already has loads of problems of an unwantedly
huge public administration and administrative costs (districts, RDCs,
myriads of presidential advisors, of course our CORRUPTION, etc). Do we need
to create more avenues for people to mint money from where they don't
deserve it? The tax-collector in Uganda, according to me, has been
over-exploited to their bones!
I would rather suggest and insist that, without a special ministry, we
demand for ELECTRICITY (we shall miss MP Arumadri, our voice on that...read
SundayVision,13th March, titled: "Faces we shall miss in Ninth Parliament"),
BETTER ROADS, UNIVERSITIES, well-equipped HOSPITALS, CLEAN WATER, FACTORIES,
JOBS-e.g. through limestone mining in Moyo area, then cement factory, etc.
Why do I say that we have to demand? because we pay taxes. If we pay taxes,
it means we expect benefits-services out of the taxes. Therefore we deserve
equal treatment and justice just like people of Kampala, Tororo, Kasese,
Mbarara, etc, who have many of those good ammenities which we lack. Just
like former MP Arumadri also said, we shouldn't be allowed to feel as though
we were part of DR Congo. We are Ugandans. We pay taxes in Uganda and we
need services from the government of Uganda that we support. In addition, I
would also want to say that we need not fear to ask for what is our due. If
we didn't pay taxes, if we belonged to Congo or Sudan, then it would be
right to deny us of services in Uganda. Lastly, a schoolmate of mine (from
Rwanda) was shocked to hear when I told him that the entire region of West
Nile doesn't have electricity yet Uganda sells electricity to its neighbors
apart from DR Congo and Sudan!

relocated from there. We have some members of the WNF who have been
attending meetings for the University of on our behalf. If i remember well,
it was Eng Okuni Patrick who was our link for the University issue but due
to work he is also out of Uganda. May be he could give us an update after
consulting the right people.

Congratulations Caleb on these suggestions. We look forward to the results
of all these activities.

I personally would be happy if West Nile Foundation could spearhead the
establishment of a full government Ministry (we can make do with an agency)
for WEST NILE along the lines of Karamoja. I have always wondered why WEST
NILE has been linked to the Greater Northern Uganda and yet our cituations
are completely different! Caleb, Dr. Ajedra, Alex Onzima et al, please use
this opportunity to negotiate for such a gov't agency to develop/coordinate
development of west nile. May be Mrs. Janet Museveni would like a change and
could be asked to take up west nile and leave Karamoja to someone else?

With teh absence of a focal point to coordinate /monitor west nile projects,
we are left in a real LIMBO! Look at how long it is taking to complete
Nyagak? Look at how long it is taking to come up with the blue print for the
establishment of a university in west nile? Look at how long it is taking
to extend the tarmacking of the road from Arua to Kaya; look at how long it
is taking to get a ferry to connect Rhino Camp accross to Gulu district?

Brothers and sisters -- we should not be left behind in lobbying for west
nile.

Yes Droma thanks for your input.
The idea of West Nile University is welcome. Lets get a moderator
volonteer to take serious notes so that we converge with our points.
Someone already mentioned that lets hit the iron when it is still hot.
Two days ago I was talking with someone in arua and he told me that
Gulu university seems to fight the idea of UoWN. Ever since HE
pronounced himself for this university he has so far not got any
letter from westnilers to express their gratitude nor its location.
I remember initially when the was a proposal to have a college of Gulu
University in WN, Gulu University was not ready because they thought
they were still settling down before expanding.
The proposed meeting in Kampala should sit as soon as immediately to
come up with a letter expressing our sentiments of gratitude, our
expectations, our participation in the drafting of a short and long
term strategic plans etc and make it reach HE. I was in Kampala last
week and the MPs from WN were supposed to meet HE on tuesday (last
week) but he has given them appointment next month. Either we make our
letter reach State House before or be given to Hon Fred Omach Jacan
(Chairperson West Nile Parliamentarians) to present to HE. Hon Jacan
from Finance is well placed to work out costs and see from which part
of the national granary to scratch.
I am meeting with the TF this evening and we shall see what we could
add to the points everypoint would like to have aired.
Time has come for my next assignment. I will see what the TF members
will say (whether to have a new chairperson or we come up with
temporary reccommendations).

Thanks for that remark
but i wish to tress back to what i suggested to members last time that if a
tall we have members from those departments you have mentioned,why not
influence publishing of results region by region which could not only
motivate other regions but also brings about competition countrywide,
majorly targeting our poor region. There is a saying that while going to
hunt,go with more dogs,arrows and sweet potato and you will come with
something on your back, in other words if we want westnile performance to
improve then its time for us to not only look at the few traditional giant
schools but collectively uplift tension of quality performance as it used to
be during some of your regimes.
