I have also failed to understand the charges for our route. 
Kitgum used to be 30,000/- but has instead come down to 25,000/-. Kyankwanzi 
used to be 20,000/- but last week i travelled at 14,000/-. Could our vehicles 
be 'drinking' a unique fuel type?

Sure this is a good idea, first of  all executive of 35,000/= was too high for 
anybody who needed comfort to Westnile, What will happen to ordinary Westnilers.

Folks,
Whereas the bus operators in WestNile set the pace of customer friendly bus 
services with every passenger having a definite seat, specific departure time 
(no arrival time), prayer before take off, no overloading, no luggage allowed 
in the corridors, excellent mail services and realistic stable fares even 
during festive season, things took a bad turn from Christmas 2012. Fares shot 
up from 25,000= to even 40,000= for ordinary. 
Early 2013 bus companies were levied some charges for not using the terminal 
per bus that leaves. This levy has been shifted to passengers. What remains 
unrealistic is why the fares rose by close to 40% yet fuel and terminal levies 
didn't rise by the same margin.
I agree entirely with Abima, fares to other parts of the country went down but 
ours has risen, is there any justification?
Can somebody find from MD Gaagaa (especially Caleb could do that) as to what 
provoked him (gaagaa) to move 'ambu' but not 'gaa'? Those of us who travel 
often are feeling the punch.
Eventually costs of ordinary goods and services will surely rise if this is not 
addressed and poverty will dig its fangs deeper into the already economically  
deprived people.
Keep the debate alive until something changes for our good.

The Joint Japan/World Bank Graduate Scholarship Programs call for
applications for the academic year 2013 closes on March 31 !

In 1987, the World Bank, with funding from the Government of Japan,
established the World Bank Graduate Scholarship Program for mid-career
professionals to receive master's degrees in development-related
topics at renowned universities around the world. The Program awards
between 230 and 300 scholarships annually and has awarded over 5,000
scholarships since 1987. We place priority on public sector employees,
women, and people of disadvantaged backgrounds. Recipients must have
several years of work experience and must commit to returning to their
home country upon completion of their degree to apply their new skills
to their country's development. Because the purpose of the program is
to build capacity in the countries, recipients are barred from working
at the World Bank or IMF for three years following graduation from
their programs. Please note, the program is policy-focused, and does
not support technical degrees, MBA, or law degrees.

The scholarship is fully funded by the Government of Japan, and it
provides full tuition and fees, a monthly living stipend, and
