This is a very good intervention. I have read the conditions and zeroed on
the fourth which says the person should be unable to pay tuition. Hope this
will be easy to assess which determining the applications. This could be
clarified if not late yet.

Otherwise the applications will have to provide economic background as well
and another level of evaluation.
