[WestNileNet] Tragic Loss of Capt Yoti Ernest

Dear members to is to let you know that West Nile has lost yet another
important person tragically. Captain Yoti Ernest is a senior pilot who
worked with Uganda airlines. He comes from Maracha and he had just got a
new job which he started last week but last evening, as he came home, he
parked his car at the gate, went to open the gate but the car started
rolling without his notice and knocked him, he died on the way to
hospital.Provisionally requiem mass will be at 2pm at Bugonga Parish
tomorrow, the body will sleep at his home in Entebbe and will leave in the
morning of Sunday for burial in Kayunga

*Title:* Chief of Party (COP) - Health Sector Resiliency Project
*Location:* Kabul, Afghanistan
*Start Date and Duration:* ASAP, this is an existing project that ends in
Sept 30, 2020.

*Purpose of Position:*

The goal of the Health Sector Resiliency Project is to support the
Government of the Islamic Republic of Afghanistan (GIRoA) to foster a
strengthened, reformed, and increasingly self-reliant Afghan health system
prepared for the decreased donor support anticipated over the coming
decade. The HSR Project will act as a resource and a catalyst to the MoPH
and other GIRoA entities as it considers and implements critical
sector-wide reforms that will be required to make the system more resilient
and sustainable. The HSR Project will primarily focus on governance, health
finance and human resources for health and will engage both the public and
private components of the health sector

HSR will stimulate and provide assistance to the MoPH to conceptualize and
operationalize the more difficult, longer-term decisions/policies that must
be made in order to strengthen the system and make continued advances in
the health of Afghans, relying increasingly on domestic resources. These
could include decisions surrounding how to improve efficiencies and
increase the potential for sustainability such as staff rationalization,
financial compensation and hiring modalities; organizational restructuring;
the contents and cost of the Basic Package of Health Services and Essential
Package of Hospital Services; strengthening engagement with the private
sector; health facility rationalization; and streamlining the MoPH’s
stewardship role.

Palladium is seeking a full time Chief of Party who will lead the overall
project’s technical direction and management and ensure that the project is
meeting all of its goals and set requirements. This position is based on
Kabul, Afghanistan and reports to Project Director based in HQ.

*Primary Responsibilities:* The primary responsibilities of the Chief of
Party (COP) are to:
1) Provide overall strategic, technical, programmatic, financial, and
management guidance and support the implementation of the overall project
and activities.
2) Serve as the primary point of contact to USAID technical staff and work
collaboratively with USAID to provide technical leadership in the design
and execution of project strategy and scopes of work and monitoring of
progress;
3) Liaise with MoPH and other government staff and provide direct and
immediate support to identify and meet needs for meeting set goals,
including capacity building and systems development;
4) Facilitate the management of the project’s main sub-contractors,
including maintaining clear and open lines of communication and developing
comprehensive scopes-of-work;
5) Establish and manage relationship and coordination with relevant
stakeholders and serve as the primary project representative with HQ,
government officials, the other stakeholders;
6) Provide analytical and evaluative techniques to identify, consider, and
resolve project challenges particularly as they relate to implementation,
quality, and meeting requirements and milestones.
7) Oversee project technical and administrative staff and work with the
US-based country management support team to ensure responsive and efficient
project operations.
8) Ensure that project objectives, outcomes, and deliverables are met and
that financial, operational, and reporting requirements of the donor are
achieved.
9) Ensure clear lines of communications to keep staff informed of relevant
information and dialog both in the field with donor, staff, partners and
with headquarters.

*Minimum Education and Experience Required:*
• Advanced degree (MBA, MD, MPH, PhD) in Public Health, Public
Administration or related field (health systems, governance, finance,
public health, political science, and/or business administration);
• At least five (5) years of prior experience as Chief of Party on similar,
international, donor-funded programs;
• Experience with technical and administrative management of large,
multi-year donor funded projects (greater than $30 million) with
demonstrated increasing levels of leadership and management responsibility;
