5th October 2014

The Ministry of Health would like to inform the general public that there is a 
confirmed case of Marburg in the country. 
This initial case follows laboratory tests done at the Uganda Virus Research 
Institute (UVRI) on September 30th 2014 which confirmed that one person, a 
health worker, had died of the viral hemorrhagic fever. 

The index case is a 30-year-old male Radiographer, who originally was working 
in Mpigi Health Centre IV, Mpigi Town Council but had been recruited by Mengo 
Hospital two month ago as a Radiographer. He started feeling unwell on 
September 17th while at Mengo Hospital and travelled back to Mpigi HCIV on 
September 18th to seek treatment since he felt more comfortable with a facility 
that he had worked with for a long time. 

He was treated at Mpigi Health Center IV but when his condition worsened, he 
was transferred back to Mengo Hospital where he was admitted on September 23rd. 
He presented with Headache, Epistaxis, abdominal pain, vomiting blood and 
diarrhea. His condition deteriorated on September 27th and a Viral Haemorraghic 
fever was suspected. Blood samples were removed for further analysis on 
September 28th; unfortunately he died on the same day. His body was taken to 
Munkunyu 1 Village, Munkunyu Sub-county, Kasese district for burial.

Preliminary reports also show that his brother, one of the contacts so far 
listed has developed signs. He has been quarantined and isolated for further 
monitoring. Samples have been taken from him and are being tested at the Uganda 
Virus Research Institute. The public will be informed of his status. Altogether 
80 contacts have been listed from Mengo, Mpigi and Kasese for follow up. 

Marburg Viral Haemorraghic fever is a fatal illness caused by the Marburg virus 
which belongs to the filoviridae family together with the Ebola virus. The 
incubation period ranges from 2 to 21 days while the Case fatality rates vary 
from 24% to 88%. Fruit bats of the Pteropodidae family are considered to be the 
natural hosts of Marburg virus. The Marburg virus is transmitted to people from 
the fruit bats and spreads among humans through human-to-human transmission by 

direct contact with wounds and body fluids like blood, saliva, vomitus, stool 
and urine of an infected person.

A person suffering from Marburg presents with sudden onset of high fever with 
any of the following; 
1. Headache
2. Vomiting blood
3. Joint and muscle pains
4. Bleeding through the body openings, i.e. eyes, nose, gums, ears, anus and 
the skin. 
There is no specific antiviral treatment or vaccine available; patients are 
usually given supportive treatment.

The Ministry of Health is undertaking the following measures to control the 
spread of the disease;
• Yesterday, a team of epidemiologists and surveillance officers were sent to 
Mpigi Health Center IV, Mengo Hospital and to Kasese district to investigate 
the case and list all people who got into contact with the dead. 
• So far, a total of 80 people who got into contact with the initial confirmed 
case have been identified and isolated as a precautionary measure and for 
follow up for any signs and symptoms within the 21 days incubation period. 
These include 38 health workers from Mengo Hospital, including his brother and 
22 health workers from Mpigi Health Center IV and 20 people from Kasese 
district. They are currently being monitored by a team of epidemiologists from 
the Ministry of Health. 
• Arrangements have been put in place to transport all suspect cases to the 
National Isolation Facility in Entebbe should they occur. The facility is 
already stocked with the necessary infection control materials and other 
supplies to handle any incoming patients. 
• Arrangements have also been made at Mengo Hospital to isolate any suspect 
with symptoms. Health workers have been asked to effect all infection control 
measures. 
• Preparations are underway to train all health workers at Mengo Hospital and 
Mpigi Health Center IV on infection control starting tomorrow 6/10/2014 at 
9.00am
• Government working with partners and specifically Medicens San Frontiers 
(MSF) are in the process of revamping the isolation facility at Mulago National 
Referral Hospital under the leadership of Kampala Capital City Authority in 
readiness and the facility will be ready in three days time. 
• MSF is also mobilizing additional resources to assist with infection control 
and case management at all the isolation facilities that have been set up.
• The World Health Organization (WHO) is providing technical assistance and 
logistical support (PPE’s) to all the affected facilities.
• In Kasese, a team has been dispatched to work with the district official and 
Kagando Hospital to trace for any other suspects. 
• Personal Protective Equipments (PPE’s) and other supplies have been mobilized 
and sent to Mengo and Mpigi health center IV and Kagando HCIV.
• National Medical Stores

complimented him on his impeccable waiting skills and said his upcoming
hotel business could do with a waiter like him.

 He gave me his business card and insisted that I should send him my
CV before he leaves for Uganda, which I promptly forwarded the following
morning. Hardly an hour post emailing him my CV, I received a call from
him requesting to meet me at the OneOnly hotel to discuss my job
prospects at length.

 We met at Vista bar which is situated inside the hotel, but we
decided to go seat on the patio. After a few drinks, he told me that he
could see that I'm gay, and that he liked me. To date, my job prospects
were never discussed, the young man elaborated.

 After one too many drinks, the sexy male model claims that they
decided to move the meeting to president Yoweri Museveni's hotel suite
as the sea breeze was getting a tad too cold. Upon their arrival, the
horny president couldn't keep his hands to himself, and the two shared a
night of passion.

 The young man claims that that was the beginning of a bling life, as
the Ugandan president would often bankroll him and frequently fly down
to Cape Town to have sex with him and shower him with expensive gifts.

 Shockingly, the young man was able to backup his allegations with
hard-core proof; from president Yoweri Museveni's business cards, to
private email communication between the two and bank statements showing

 I am very disheartened to learn that he passed a bill that could see
people like him being jailed for life, grossly discriminated against and
even murdered for being who they are. I don't understand why he did it,
but can only assume that he's using it as a cover-up to hide who he
truly is.

 Most prominent politicians and business people use the same cheap
tactics. They get married and have kids as an umbrella, while having
young boys as side-dishes. But Yoweri has crossed the line.

 This is such a low blow to me as his lover, and to the African gay
community at large. He's not taking my calls and is ignoring my SMS'es
and emails.

 If he's ok with seeing gay people rot in jail for choosing who they
love, then the police should start with him, lamented the teary gay model.

 Uganda's new anti-homosexuality law punishes gay sex with up to life
in jail. The bill originally proposed the death penalty for aggravated
homosexuality, defined as repeated gay sex between consenting adults
and acts involving a minor, a disabled person or where one partner is
infected with HIV. First-time offenders also face life in jail.

 The new law also creates the offenses of conspiracy to commit
homosexuality as well as aiding and abetting homosexuality, both of
which are punishable with a seven-year jail term. Those convicted of
promoting homosexuality face similar punishment.

Why not propose use a diacritic mark above (and or below letters) to in Lugbara 
when writing (kind of like the Irish, Danish, Spanish, French etc. etc. do).  

So you could keep the same spelling of ORI but each accent would tell you which 
letter to make longer or deeper or sharper, shorter etc. etc..
So you cram the accents once, and then depending on where it is on any letter 
of a word you know how to pronounce it
Otherwise you would have to cram 8 spellings of ORI and then 5 spellings of 
ALETI etc. etc. etc.

So giving the French example

 Learning a new language and culture is like discovering a new world, opening 
 your eyes and mind to completely amazing and strange ideas, some shocking, 
 some fascinating, most unexpected.
 Since the beginning of the new year, we have a new teacher, Eunice, who is 
 hoping to make us into fluent Lugbara speakers within a few months… Lugbara 
 is the local tribe in Arua, one of the 10 largest tribes in Uganda (out of a 
 total of 34 ethnicities). The Lugbara are a tribe descended from Nigeria to 
 settle here. Their territory extends around Arua and into the Democratic 
 Republic of Congo, so families have been split by the arbitrary political 
 boundaries drawn by the Europeans in Berlin in 1884. 
 Disconcertingly, we seem to be a source of great amusement for most of the 
 ex-pats when we tell them we are taking this time to study Lugbara. “Good 
 luck”, they tell us. They then go on to tell you a story of someone who has 
 been attempting the language for many years and haven’t gotten very far. Some 
 compare the language to Chinese, saying it is one of the most difficult 
 languages in the world to learn. It is quite depressing hearing this, 
 obviously… Additionally, having grown up in Congo and learning Swahili there, 
 having lived in Malawi and Kenya and trying to learn the languages there, 
 while being exposed to various other African languages, it is frustrating to 
 have to start at zero like a baby once again….those languages are nothing 
 like Lugbara!
 Most whites don’t even bother to learn Lugbara especially since this tribe is 
 only one of 5 in the close vicinity of one another. For example, the Alur are 
 settled on the outskirts of Arua town. Their language is close to the Luo 
 language which we were learning in Kenya. To make it even worse, there are 
 sub-sections of the Lugbara tribe with variations in the way words are said. 
 Whoopee to learning a difficult language which is only spoken by a few and 
 which is nothing like any other language we have ever heard!
 
 Eunice, in action, confusing us
 
 Eunice is a good teacher, though, having patience with us as we sit on the 
 veranda trying to repeat what on earth she has just said. As a Lugbara, she 
 is also good at turning up late, demonstrating how a Lugbara should act. As 
 Lilian, another Lugbara who works for us says, “Lugbaras is not following 
 time, ha!” and laughs out loud. So, anyway, she is almost an hour late today, 
 but since we live in Africa, you never know what may have happened. It could 
 be a relative has just died and she has to go to the funeral. 
 Despite the issue of time-keeping, which especially bothers Emma, Eunice has 
 been effective at moving us on in the language. Emma and I already feel more 
 confident using some simple phrases and greetings. For example, I was 
 particularly proud when I asked for 10 eggs the other day in the local wooden 
 duka close to our home. “Ife mani augbe mundri”. The word for egg 'augbe' is 
 spoken as though you are swallowing an egg...
 One of the problems of learning Lugbara is that the same words can mean 
 completely different things. So, for instance, the word for sauce, “tibi”, is 
 the same word for ‘beard’, just with a different tone. Emma wonders if this 
 has anything to do with someone’s long beard dragging in their gravy once 
 upon a time. There are other examples, though the best so far is the word 
 ‘ago’, which if intonated differently, can either mean ‘husband’ or 
 ‘pumpkin’. A phrase like ‘my beautiful fiancée’ can also come across as ‘my 
 beautiful warthog’, so any wannabe suitors need to be pretty careful in this 
 town…
 Emma also uses a lot of imagination when it comes to remembering the Lugbara 
 phrases or words. So, for instance, the word for peanuts is ‘funo’ (foon-oh). 
 Emma thinks of little peanuts bouncing around and having a lot of fun. It can 
 be a bit of a tentative or weird link at times. She is constantly whispering 
 to me how I can remember a word. Awupi (A-whoopee) is the word for Aunt on 
 your dad’s side. Obviously, this conjures up thoughts of playing a trick with 
 my Auntie Barbara with a whoopee cushion…’Fetaa’

 Parliament Thursday suspended debate on the bills after lawmakers accused the 
 National Resistance Movement-led government of ignoring a number of proposals 
 aimed at promoting greater legislative oversight, improved environmental 
 standards as well as transparency and accountability. The bills be debated 
 next month when lawmakers return from their third and penultimate annual 
 recess.
 
 We shall continue to push for greater transparency in the oil sector before 
 these bills are passed, said independent lawmaker Gerald Karuhanga.
 
 Attempts to turn Uganda into Africa's next major oil producing nation have 
 been beset by political complications since commercial quantities of crude 
 were discovered in 2006. A $2.9 billion deal by British wildcatter Tullow Oil

 French major Total and China's Cnooc Ltd. (CEO) was finally approved earlier

In what is shaping up as an academic Battle of the Titans — one that offers 
vast new learning opportunities for students around the world — Harvard and the 
Massachusetts Institute of Technology on Wednesday announced a new nonprofit 
partnership, known as edX, to offer free online courses from both universities.

Harvard’s involvement follows M.I.T.’s announcement in December that it was 
starting an open online learning project, MITx. Its first course, Circuits and 
Electronics, began in March, enrolling about 120,000 students, some 10,000 of 
whom made it through the recent midterm exam. Those who complete the course 
will get a certificate of mastery and a grade, but no official credit. 
Similarly, edX courses will offer a certificate but not credit.

But Harvard and M.I.T. have a rival — they are not the only elite universities 
planning to offer free massively open online courses, or MOOCs, as they are 
known. This month, Stanford, Princeton, the University of Pennsylvania and the 
University of Michigan announced their partnership with a new commercial 
company, Coursera, with $16 million in venture capital.

Meanwhile, Sebastian Thrun, the Stanford professor who made headlines last fall 
when 160,000 students signed up for his Artificial Intelligence course, has 
attracted more than 200,000 students to the six courses offered at his new 
company, Udacity.

The technology for online education, with video lesson segments, embedded 
quizzes, immediate feedback and student-paced learning, is evolving so quickly 
that those in the new ventures say the offerings are still experimental.

“My guess is that what we end up doing five years from now will look very 
different from what we do now,” said Provost Alan M. Garber of Harvard, who 
will be in charge of the university’s involvement.

EdX, which is expected to offer its first five courses this fall, will be 
overseen by a nonprofit organization governed equally by the two universities, 
each of which has committed $30 million to the project. The first president of 
edX will be Anant Agarwal, director of M.I.T.’s Computer Science and Artificial 
Intelligence Laboratory, who has led the development of the MITx platform. At 
Harvard, Dr. Garber will direct the effort, withMichael D. Smith, dean of the 
faculty of arts and sciences, working with faculty members to develop and 
deliver courses. Eventually, they said, other universities will join them in 
offering courses on the platform…..

 A judge in Nice, southern France, then granted the divorce and ruled the

 But the 47-year-old ex-wife then took him back to court demanding 10,000 
 euros in compensation for “lack of sex over 21 years of marriage”.

 in the process of struggle, they opened fire on these young men killing the 
 two on spot.
  
 These boys are students who had come to look for school fees during the 
 holiday to go back to school.
  
 Yesterday when the incidence happened, Kale Kaihura, the police boss was 
 informed about the issue and he took it up seriously. Investigations were 
 instituted and the bodies were brought to Mulago hosptial for postmoterm. The 
 MP for Entebbe municipal also came up to support our comunity and had offered 
 to transport the bodies to Arau something he has being doing of late. But we 
 had told him, we appreciate that offer but we demand that government takes up 
 responsibility for the acts of such errand police men. There were  4 people 
 involved,three policemen and the Serrugunda. The culprits were arrested and 
 brought infront of the mourners this morning before they are taken to Luzira 
 prisons. Kaihura told mourners that these people will be charged for murder 
 and this should be a good example for police who like opening up fire on 
 civilians.
  
 The government is taking up all the funeral expenses as we had wanted and 
 transporting the bodies to their respective burial places and taking care of 
 the hospital expenses for those admitted. The police offices in Yumbe and 
 Rhino camp have been informed to go and receive the bodies and take care of 
 services at the burial places.
  
 Kaihura thanked the west nile community for using a civilized way of dealing 
 with a situation that would have led to caos. He has appointed an inspector 
 with a team consisting of westnilers to be inspecting the area for such cases 
 and has empowered them with information on what to do.
  
 We therefore feel that it was unfortunate event but atleast we have received 
 a hearing and some justice has been done.
  
 I therefore thank all the women who were the first to be present on site and 
 took this issue seriously. .I was from church and saw many women helpless at 
 the hosptial area and joined to find  out what the problem was. I liked the 
 courage of the women, they told police their mind, we only demanded certain 
 things from the police and assured them that we want justice if  not we shall 
 see how to make this a big problem since it is a good timing.  Then the fact 
 that an oppostion MP came forward to support the cause saw other things 
 falling in place. The president and other important people were all in 
 Entebbe yesterday for their meeting when this was happening. It was done in a 
 civilized way without any caos and we got to be listened to. Advocacy can 
 take simple forms like this at times. The police boss sensitized people at 
 the funeral and told them police have no right to shoot people on this lake 
 even if the person is catching immature fish, the law is there to deal with 
 such 
 issues.  
  
 Thanks for your moral and spiritual support. Let us continue to pray for 
 those who are still alive and those travelling to Arua and Yumbe for burial.

were not getting mail
We have sorted it out for now.
That may be the problem why it is intermittent.

 There was a suggestion to have it broadcasted from here live on radio pacis. 
 This could act as an example of how cafes work for the Arua team. Then a 
 committee will be formed in arua to continue with it like in Kampala.
 The committee of kampala is to liaise with Arua and radio pacis in particular 
 to have the next topic broadcasted so that people in the coverage of radio 
 pacis can benefit but unfortunately they will only be able to listen but not 
 participate. If there are other radio stations that would be able to do the 
 same, we would be happy.
 Our legal team who were present yesterday agreed to get a facilitator from 
 Administrator generals office for this discussion, so it will be important 
 for many people to benefit from it.
  
 what I suggest for now is for you and Asindua to work with the Kampala team 
 to have the next cafe broadcasted live on radio pacis and this will be the 
 starting point.
  
 We dont have to have it necessarily broadcasted on radio but this suggestion 
 was to ensure more people benefit, basically we need to identify a popular 
 joint with regular members and consult with them if they are interested, if 
 they agree we can start with them. It normally happens over the weekends  
 once a month but the group can agree to the best time. If radio pacis agrees 
 to do live broadcasting from the joint, this would be an added advantage. So 
 to start it in Arua, you need to  help us identify such a place in Arua so 
 that we can start it.

If you do not believe in God (the one of the Big 3  Christianity, Islam and

But to what ends does trying to encourage atheism help?  
Do we get a more moral society (I think you can look at the West and see the 
homosexual push to see that we don't)
Do we get a society with less child-sacrifice witchdoctors?  Do we get less 
corrupt politicians and civil servants? Less thieves? 
Do we get more people who help the unfortunate?  Do we get more people who care

[WestNileNet] Yahoo mail delivery was blocked

Dear all 
For some reason my ISP has been blocking mail to yahoo.
I reported this
then diverted WestNileNet mail to be delivered vi another Service Provider's 
server.
The UTL server had been blacklisted so the yahoo mail again bounced

Then our mail-server seeing excessive bounced mail from yahoo accounts then 
blocked all yahoo accounts

I have unblocked them and mail for WestNileNet is now going out via a third 
Service Provider which seems to working well.

Please let me know if you have a yahoo account and not getting the mails you 
expect.

 But generic medicines are those which have been reproduced by people who 
 didnt innovate them. They simply copy the formula and using the data of the 
 innovaters, reproduce exactly the same drug according to the same 
 international law.e.g drugs from India and China.
  
 It is true we have counterfeit goods in Uganda but the aim of the pending law 
 is to protect IPR which does not belong to Ugandans. This law will not adress 
 the safety and quality issues instead will limit access to medicines. It will 
 also limit access to knowledge materials, students will not be able to 
 photocopy text books, farmers will not replant patent ed seeds etc.
  
  according to Trade Related Intellectual Property(TRIPS) agreement 1994, 
 counties were grouped into developed, developing and least developed like 
 Uganda. LDCs were to become TRIPs compliant in 2013 but incase of 
 pharmacuetilcals 2016. Developed countries were to become compliant as soon 
 as the law is operational and developing were to be compliant by 2005.
 But Uganda is being pushed to have TRIPs plus laws even before we become 
 TRIPS compliant thru the counterfeit laws.
  
 Alot was shared in the discussion but cannot put them here.
 members like Akile shared the work they are doing with our very own 
 scientists in the biosafety committee. Jose shared his expertise on seeds as 
 far as hybrid  seeds are concerned and these were all useful to enrich our 
 knowledge. Okuti Boroa also shared the gap he has noted between scientists 
 and farmers through his work. And this is where cafe would come to close such 
 by taking science to the community.
  
 Members then realized that Uganda is signing so many documents which will 
 become a big problem to us in future but as a country we are not well 
 positined to bargain for good laws at international level.
 However, at domestic level we should  try to make good domestic laws. But the 
 challenge noted was also the free trade agreements  Adovcacy was proposed as 
 a way forward but the problem again is lack of such information to the right 
 people.
 Another challenge was also the fact that our country does not invest in 
 research to support our briliant scientists to do their own research such 
 that they can patent their own products.
  
  
 As a wayforward, members acknowledged that cafe would be a good way to enrich 
 us and also come up with some solutions to our own life problems. They asked 
 that we post key issues discussed here and make sure this continues once a 
 month.
  
 The next topic was selected as life style diseases like blood presure, 
 diabetes and heart diseases. The facilitator was proposed to be our own Dr. 
 Worodria William. Patrice Mawa was to talk to him first for his availability.
  
 Our brother Matenga was then asked to move a vote of thanks to the

Late Apai Lucy has been one of most dedicated women both at home and in church. She was a dedicated member of CWAAD (Catholic Women of Arua Diocese) who was hard working trying hard to feed and educate her children. The criminal is still on the run
 but WENERCO that has been offering irregular electricity supply is promising to compansate "after the suspect has been arrested. I believe law shall take its course.

schooling up to University

WENRECO should have insurance that covers accidents if it is a reputable company

 intestines on the groundnuts she was collecting, she immediately got help 
 from a Samaritan but it was too late, Lucy Apai died on reaching Kuluva 
 Hospital at around 9:00pm
 Late Apai Lucy has been one of most dedicated women both at home and in 
 church. She was a dedicated member of CWAAD (Catholic Women of Arua Diocese) 
 who was hard working trying hard to feed and educate her children. The 
 criminal is still on the run but WENERCO that has been offering irregular 
 electricity supply is promising to compansate after the suspect has been 
 arrested. I believe law shall take its course.
 
 I feel that need to put our ideas together and see what we westnilers could 
 do.
