Dear all, 

You are all aware of the recent appointment of Mr. Peter Debele as RDC Arua to 
replace Ibrahim Abiriga. I consider the appointment a very positive step in 
bringing sanity back to the administration of Arua District and on that note, I 
congratulate Mr. Debele upon his appointment, which in my opinion was long 
overdue.
I was sharing with a few individuals in Kampala about this appointment and so 
far everyone consulted agreed that this was a positive move for us as 
stakeholders in the District. A proposal has been floated to give Mr. Debele a 
resounding welcome in a welcome party. Several people have committed to 
contribute to that end. 
The object of this email is therefore to bring this to your notice and seek 
your opinions, engagement, involvement and support. It is proposed the event 
takes place on the week end of 22/02/2014. I also suggest that a small 
committee of about 3-5 persons be formed to coordinate our efforts. These are 
my thoughts.

Carefully please! In my view it wld be advisable to attach centenary to 
specific achievents e.g Catholic faith did centenary last year. It was a region 
or call it diocese wide success. What about other faiths? Why not 100yrs of 
 Also i am not sure if Congo celebrated 100yrs of losing West Nile. We 
could identify thematic areas for the centenary. I propose 100years of 
sustainable farming or subsistence Agriculture:100yrs of promoting cultural 
identity etc. That way we appreciate a programme and thank stakeholders Finally 
W.Nile persee would provoke sentiments of Lado enclave with its associated 
sensitivities. This arguement, u'll recall, came up repeatedly on this Net and 
we risk inciting it. What will be the plan of walking this talk? I suggest a 
Public debate or Forum for awareness and for purposes of mass mobilisation 
though the challenge would be  lack of appropriate institutional arrangement

It is true that quite a lot has been discussed and it is like time for 
implementation is long overdue. I can sense that  some people are losing hope 
and might, hold back, in future discussion. I wish to take sides:
  I agree that we need to do something now, else we shall never. 
    On the other hand, West Nile, just like other regions needs 
economic revival. I hear about gone days (between 1960 – 1980) during which 
hard work was proven. Custodians of our taxes were trustworthy. They, to a 
larger extent,
 cared for all the civil servants. Consequently, security, health, education, 
and many other sectors of productivity took better shape. Which was why a pupil 
sitting for PLE in Arua public or Moyo Girls would choose and make it to either 
Gayaza or Sir Samuel
 Baker (later known as Pongdwongo). There was no need for a parent to go to an 
HM to ‘beg’ for vacancy. You just wait for your acceptance letter by the postal 
services. Today the sort of system of governance we are in is tending towards 
capitalism. 
   
I have no problem with what one does to earn a living; as long as it is morally 
acceptable; we should encourage our people to work as really they are hard 
working. Once upon a time, most Ma’di people sniggered
 the lugbara  communities who migrated and settled among them. Generally the 
Lugbara women took to business of selling food and other merchandises. While 
most Ma’di women engaged in the ‘brewery industries’ producing pkhete, wiri, 
nguli, etc. The Ma’di woman
 brewing and earning a living from it, consoled herself that she was better 
than a ‘Lubwari zi’ living by doing some businesses (selling tea, sumbusa, 
mandazi etc). And I think the Lugbara women on their part had good reasons not 
to take on the ‘industry’ of
 the Ma’di women. Each was right and at the same time wrong. Today the trend 
seems to be duplicating itself across regions: the majority of the private 
security guards come from either West Nile, Northern region or Lango and Teso 
sub regions. Most of the workers
 in the sugar and tea plantations come from the same areas.  
   
I love my people and value what they do to honestly earn their living. My 
problem is in the situation where the hard-earned money does not get 
re-invested. Our people are very innovative and look forward to a
 better future. This was exhibited in coming up with CUCUA, and ERO. While the 
Lugbara people had both Ero and Cucua, the Ma’di people only depended on ero. 
In capitalism, consideration should be made for continued investments, not 
consuming profits. Ch

(photo attached) who died in a Califonia Bus accident late March this year is

Kinawataka, Mbuya. Becuase of quick burial arrangements at that time many 
friends got to know about the death after he was buried. The service starts at 
3:00pm and is expected to end at 5:00pm to be conducted by Rev Canon Stephen 
Gelenga of All Saints Cathedral Nakasero assisted by Rev John Atiku of the host 
church. Please lets join his young family in the two hours prayers to give them

The Mother and body of our daughter/sister Late Aleni Freda arrived as 
scheduled at 3:00pm yesterday.
 
The body was taken straight to Mulago Hospital for further management by the 
hospital pathologists.
 
There will be a requiem service for the Late today 3/2/2012 at 2:00pm, in St. 
Andrew's Church Gayaza, located between the gates of Gayaza High School and 
Gayaza Junior School, thereafter, the body will lie in state at their residence 
at Gayaza High School teachers (eastern) quarters, near the School sickbay.
 
Departure for the final resting place in Kango Sub County, Zombo District 
(bordering Logiri Sub County - Arua District) is scheduled for Saturday morning 
4/2/2012.
 
Burial will take place on Sunday 5/2/2012.
 
Mourners who would like to accompany the bereaved family for the burial will 
get further announcements and instructions during the requiem service this 
afternoon.
 
Thank you for your prayers and continued support to the family.
 
We pray her soul shall advocate for us as she rests in eternal peace.
