Here are things you could try:

* Try the download with `--progress=dot'.  Noel suspects it's a
  progress bar problem; if the problem goes away after a progress bar
  switch, it will be a good indication that he was right.

* Try running wget with the `-d' switch to get the debug output.  I
  doubt it'll help in this case, but it's worth a try.

* Run `strace wget ...' and see where Wget is stuck during the pause.
  It's probably in a syscall, since I doubt anything noteworthy is
  happening in user space that could cause such a delay.

 I couldn't reproduce the problem and checked the cvs Changelog.  Is
 the described problem fixed by the commits from 2002-04-09 and -10

No.  They only affect display, not the actual behavior.

I'm afraid you'll have to ask R. Fielding, J. Gettye, J. Mogul, H. Frystyk,
and T. Berners-Lee what they were thinking. grin I was just quoting from
RFC 2068: Hypertext Transfer Protocol -- HTTP/1.1

As for printing a warning only when wget can prove that the Content-Length
data was faulty, sounds like a reasonable implementation to me.

There is/was no problem with wget. Here is the solution/answer
from the bug reporter

This bug is to do with `transparent' web proxying in our College (Abstract livesdown 
the hall from me).

I've suffered the same problem before from certain sites.

It is fixed by setting the http_proxy environment variable or with the
--no-http-keep-alive option.
