Encode the '@' as %40 and this will work.  For example:

wget ftp://someuser:[EMAIL PROTECTED]/some_file.tgz

Neither, but maybe URL could be smarter about handling the above case.

is splitting using on the first @ not the second.

Is this a problem with the URL standard or a wget issue?
