The definition of Interactive Content states:

"Certain elements in HTML have an activation behavior, which means the 
user agent should allow the user to manually trigger them in some way, 
for instance using keyboard or voice input (though not mouse clicks, 
which are handled above)."


It's not clear which section the last statement in parenthesis is 
referring to.  I couldn't find anywhere above that in the spec that 
discusses the handling of mouse clicks.  Please add a link to the 
appropriate section.
