This is possibly caused by GlobalUsage::onLinksUpdateComplete hook. This retrieves the GlobalUsage db on every linksupdate, even if there are no images at all on the page in question apparently. I'm suggestion we check the size of missingFiles. There are wider consequences however. Possibly we would want to create a system where jobs like this are postponed if the global database is not available ? That said it does sound like a bug. It isn't a matter of reliable data, exactly; some modern browsers can tell us how the upload is progressing as it is happening. With older browsers we have to wait for at least one upload to complete first. Besides, this can actually work only after bug 24755 is fixed. Because of that, lots of projects, namely Wikisources, Wiktionaries and Wikibookses are "hacking" their wikitext sources by methods 2-4 described above to have involved pages counted. This method is completely useless because of two reasons: first is mentioned above and second is, that there is no efficient way how to update counter by running maintenance scripts which - if they want to follow the same method used in Article::isCountable(), which they apparently should to keep the consistence - would have to load texts. So the method should purely rely on registered links. Thus it would be comfortably re-checked (counters re-counted) anytime. The second issue is the optional weird "comma rule". Like the previous method, it relies on texts, however, unlike the previous method it's not replaceable by any other possibility using other tables (such as pagelinks in previous case) but always have to work with texts. The 'callback' action seems to be created to address this issue. However, when you create a custom button with 'callback' action and pass the callback function name using the 'execute' property, this function is called when the toolbar is loaded (that is, right after the edit page is loaded).
