There are some cases that a page only exists in the new tool, for example, a page gets moved from user namespace to article namespace. In that case, the action would not be in patrol log since there is no action taken in special:newpages. IIRC overall it was a result of the goal to keep implementation and usage intuitive. If you take a look at the differences in code you'll notice that the actual implementation of Password_TypeA has barely any code in it at all. This keeps actual password implementations directly focused on what they actually NEED to do. But without logs, you lose any info on what that vandal has done in the past, until it's manually moved to the Checkuser wiki. So losing the logs would lose some of the historical data that's rich for predicting how they operate. With that said, I think MZ's initial comment here is not off base. Personally, I'd be fine with truncating the data somehow, but I'm not the primary user of that tool: checkusers and stewards are. Particularly for smaller wikis, we should retain the logs for some time, but I don't think ther'es a need to retain them indefinitely. We have some issues to address in the JS implementation before we embark on that, so don't expect that to happen before October. We could later also port Parsoid to pure PHP, but PHP's less-than-stellar performance for memory-heavy workloads would make this only useful for very small wikis.
