Steps to reproduce:
* Go to: https://www.mediawiki.org/
* Let page load, open console
* Execute: `mw.loader.load('skins.modern')`
Expected result:
* Two tags are added. main.css and print.css. print.css should not be
active (in order words, media=print)
Actual result:
* Both are added without a media type.
This is actually quite easy to fix. Though we no longer support media-type for
minified css strings (which is fine because we wrap them in @media on the
server side), we have to support it still for urls.

it will useful for wikis that they needs to convert numbers to local numbers
without thousand separators.
for example in fa.wiki converting year's number are not satisfactory

with an option it should be (n could be an option for No thousand separators)

If some limitations exists that makes the API unable to fulfill its contract with the requester, then the API should fail. If the requester ask for an operation that imply a list of 50+ values and the API can only handle 50 of them, well then the request should fail. Only if the requester includes some parameter that says it is ok with a partial result should the API attempt to continue with truncated lists. something like "partial=continue" that defalts to "partial=fail". In our case where we observed this we had lists of aliases and someone could create lists of 50+ aliases which would then be truncated when someone with lesser rights edited the same aliases. This is now changed so anyone with a limit of 50 values can only change up to 50 at a time. This kind of work but creates weird errors during bulk upload. And just as vector was written by the usability initiative to replace monobook with something more modern and usable simplesearch was created to replace mwsuggest. So unless we have other extensions trying to provide this I do not believe that this is an edge feature we're going to have multiple extensions trying to provide. I think simplesearch and it's improvements should be generalized and moved into core to replace mwsuggest. I don't like the pattern of leaving core fundamental things every site should provide out of core. It is one of those features that apparently various extensions want to re-implement. That alone is imho enough reason to justify removing it from core, because when it is in core, the only way to properly re-implement it is to surpress the default implementation in an inefficient way. That doesn't mean the feature is useless, it means there are more ways to implement it. Yes, we should ship MediaWiki with a good implementation, and that is by default Vector's SimpleSearch (which is enabled by default as of the 1.20 bundle). Providing a generic implementation like mediawiki.legacy.mwsuggest that is not Vector-skin specific is perfectly justified, and I'm happy create a little extension that does just that. People that don't use Vector could install that, and it would do exactly what mwsuggest did in core.
