Summary
---
{{formatnum}} interprets any string **containing** the letter 'R' as a flag for
'rawsuffix'.
Hence, {{formatnum:1,234.56|any string that has the capital letter 'R'}} is
equivalent to {{formatnum:1,234.56|R}}. This also applies to
{{formatnum:1,234.56|Random}}, {{formatnum:1,234.56|EVERYTHING}}, etc.. In all
cases, 1234.56 will be generated as the output. Instead, the function should
discard the argument and output 1,234.56.
The same also applies to the 'NOSEP' argument. For example,
{{formatnum:1234.56|any argument that has the string 'NOSEP'}} will output
1234.56. It should output 1,234.56.

* In MessagesEn.php, 'rawsuffix' is defined as 'R'. Note that few languages
overrides this magic word.
* CoreParserFunctions.php defines a function called formatnum which calls
"self::matchAgainstMagicword( 'rawsuffix', $arg )"
* matchAgainstMagicword in turn calls the match function in MagicWord.php
* MagicWord::match does "preg_match( $this->getRegex(), $text )". For
rawsuffix, this will match any string that has the letter 'R'
* The same situation arises for 'nocommafysuffix' and 'NOSEP'

You were totally right that the bug was in AntiSpoof, not AbuseFilter. I was originally thinking that Abusefilter was reversing all the mappings, but it turns out that AntiSpoof/equivset.php is just a big mess. Not sure how it got into such a sorry state. Luckily, it looks like AntiSpoof doesn't actually use equivset.php itself, which probably means that CentralAuth is OK as well. Fixing all the AbuseFilter rules is going to be a mess though. It's part of RefToolbarLegacy, loaded via: MediaWiki:Common.js -> MediaWiki:Common.js/edit.js -> MediaWiki:RefToolbarLegacy.js Relevant to your testing, MediaWiki:Common.js/edit.js has a hard-coded reference to en.wikipedia.org, which means it's pulling stuff from prod rather than the test environment. This should be fixed. RefToolbarLegacy.js is entirely separate from ProveIt (despite having a similar purpose). It seems very odd that ProveIt would load without being enabled. I have never had that reported, nor do I know of any mechanism that bug could occur. If you are sure it's not being enabled somehow, and can reproduce that, you should file a separate bug against ResourceLoader. It seems you're testing in production mode in your screenshots. Obviously, it's important to test in production mode. However, when reporting errors on specific lines, please also retest in debug mode. First screenshot is the original message, i did nothing here, just captured the screenshot. And after opening the email in print mode i edited the source and took the second screenshot. The is a (line break) after 3/4 wards in that source, i cleaned those and the texts look ok.
