I can force the change by making a blank edit to the place where td is transcluded i.e. directly in Template:cite_web. This is fine for a coarse lag values of a few minutes, but inaccurate for anything less. The MySQL 5.6 CHANGE MASTER TO MASTER_DELAY = N; (seconds) can be more accurate, roughly ~10s, but still highly dependent on the traffic generating the replicated events. Have also not seen it in action on our traffic, so... pinch of salt. A series of 10+ second writes such as our periodic bot update/delete traffic on recentchanges or links can confuse both methods for short delays, with lag cycling between 0 and N*2. On top of my head, This is likely because it doesn't have a revision in revision table which generates action=edit in the url. We're fixing a similar issue in a non-deployed feature right now, in fact. My understanding is that with bug 69779, you are requesting that "this feature requires js" is shown especially when JS is disabled. This makes sense, and the current intended behavior (as far as I can tell from reading the code) is that it shows only when JS is disabled. As far as I can tell, it *does* show when JS is disabled. You have not replied there to my latest comment and screenshot. There is a glitch where it *also* shows when JS is enabled (bug 69823) in some cases. Note, I don't think this preference behavior is clearly described by "not expose any features". We want to make them aware (could be described as "expose") of JS-only features, but make it clear such feature can not be used without JS.
