The messages 'pagetriage-tags-notenglish-label' and
'pagetriage-tags-notenglish-desc' are for tagging pages that are not written in
the correct language. Currently English is hardcoded, but in non-English wikis
the language will be different.

There are several possible solutions:
1. Change the message to say "the language of this wiki". Pro: generic. Con: a
bit long and possibly unclear.
2. Suggest in the qqq documentation that the translators replace "English" with
the name of the respective language. Pro: easy to do, clear and helps avoiding
grammar mistakes (see below). Con: The user may view the site in a different
language, and then it will be confusing; though this is probably not very
common, it's possible.
3. Change the language name to a parameter and send the native name of
$wgLanguageCode as $1. Pro: Generic. Con: It's impossible to write a completely
natural sentence, because in many languages the language name will have to be
declined, so it will be something like this: "This page is now written in the
language of this wiki (English)".

I'm inclined towards numbers 1 or 3, but open to other ideas.

(All of the above also assumes that the right language is the content language
of the wiki and doesn't take multilingual wikis into account.)
