For the second time in the day, I have identified two account creations that
seem to have circumvented two different global IP blocks.  Both examples of
accounts created were on English Wikisource

Example 1 — account created 40 minutes after block imposed

The block
  11:57, 10 July 2012: Billinghurst (meta.wikimedia.org) globally blocked
108.177.128.0/17 (expires on 10 July 2013 at 11:57)

Spambot created an account
  GiseleLn (Talk | contribs | block) (Check) (00:37, 11 July 2012) [2]
 (and the IP address was within the blocked range when searched)


Example 2 — account created nine hours after block imposed

The block
  03:36, 11 July 2012: Billinghurst (meta.wikimedia.org) globally blocked
31.193.7.128/27 (expires on 11 July 2013 at 03:36) 

Spambot created an account
  Susana28 (Talk | contribs | block) (Check) (12:56, 11 July 2012) [2]
  (and the IP address was within the blocked range when searched)

[Haven't looked to see whether this is occurring elsewhere, as that would be
very much a lucky dip exercise.]
