(your commit here: https://gerrit.wikimedia.org/r/#/c/39578/2/wmf-config/InitialiseSettings.php) >From the three requirements to successfully display Javanese script, one need 1) download the font, or use WebFonts, 2) use Firefox, 3) turn on Graphite.
