This project proposal was not accepted in GSoC 2013 and there hasn't been any
progress after that. Resolving as WONTFIX.
I believe there might be some activity in this area in the future, in relation
to Wikidata being used to handle categories and being able to suggest them in
some way. This might be science-fiction today, though. CCing Lydia just in
case.
