I mean if you press the "j" key, the browsing area goes to the next section. if
you press the "k" key, the browsing area goes to the previous section.

Do you refer to the browser? 
Only using J or K might interfere with type-ahead search functionality.

As far as I know, the MediaWiki software is run on a server which is accessed
by a browser (or by other tools accessing its API, like RSS readers). Still you
end up with some software and a device that you need to access the Mediawiki
software.

Please elaborate and provide steps (step by step) to reproduce the situation in
which you would expect such a shortcut, so others could follow your steps.
