Before I create the list for you, I need the following information:

   1. Should list archives be public or private?
   2. Should new subscriptions be approved by list moderators/administrators,
  or should users be automatically subscribed upon confirmation (which
  they do themselves)?

No, the accounts are for volunteers in WMF projects not WMF staff. Including a
target to invite medical editors from the Spanish language Wikipedia.

'cochrane-announce' is okay, although I prefer something that highlights that
it is an initiative of both cochrane and wikimedia movement.

Does the Wikimedia community know that the free accounts will be limited to
Wikimedia Foundation employees only?

But that's my point: if the initiative is named at Wikipedia, then the part
'wiki' is too generic.  Is there anything wrong with 'cochrane-announce'?

No the Cochrane initiative is for all of Wikimedia projects. There conference
is in Hyderbad India this year and will include people from that region. They
publish in several languages including Spanish. And we are facilitating free
accounts for  Spanish language WMF folks.

I added wiki because we are approaching it as a cochrane-wikipedia initiative
for name recognition purposes.
