Component description updated to "Tools to deploy code on Wikimedia servers /
cluster, including l10nupdate/LocalisationUpdate specific to Wikimedia".
Also added bdavis to default CC as expressed in comment 7.

Can't judge signal/noise ratio and interests for Amir and Brad, hence not added
them to default CC for the time being.

I don't know that I'd be particularly useful as a default CC on Deployment
Tooling; I just seem to have been the one who enjoys digging down the code
paths to find why exactly l10nupdate is breaking when it's something
non-obvious.

"Luckily" about 50% of the bugs in Deployment Tooling will be LU related, so
you'll probably have a decent S/N ratio ;)

I don't know if I should be on CC for all deployment tooling, but getting any
updates about LU is a good thing for me. Kartik and Niklas may be interested,
too.
