Reassessing that: As mentioned before regarding the basically wiped out unit 
selector discussion, still, the general idea should be to not require two input 
fields at all by having the software detect the unit from the combined string 
of value and unit. The (rest of the) procedure is described in 
https://phabricator.wikimedia.org/T103835. The same would actually be possible 
for monolingual text by having the software detect the language.
Multilingual text is a value that very likely would require multiple inputs.

Probably we can just store the name of local (non-exist) pages in Wikidata.

e.g. https://en.wikipedia.org/wiki/Gymnopogon_doellii does not exist:

1. Store en:Gymnopogon doellii to https://www.wikidata.org/wiki/Q15518032 like 
ordinary sitelinks
2. When someone view https://en.wikipedia.org/wiki/Gymnopogon_doellii, the 
placeholder page will be shown
3. Links to Gymnopogon doellii in enwiki will be shown in another color 
(probably purple/violet). When the link is clicked, the placeholder page will 
also be shown
4. When someone created en:Gymnopogon doellii, all links to this page will turn 
blue. no changes is needed in Wikidata. When en:Gymnopogon doellii is deleted, 
the admin can choose whether the sitelink should be deleted. (Yes if it is 
considered non-notable and No if it is deleted because it is a 
nonsense/test/copyvio but can be a future topic). If the sitelink is deleted 
the page will become a normal non-exist page (and if the page is restored, it 
is T75908: Avoid lost link for deleting pages which is later restored 
); If the sitelink is not deleted the 
page will become a placeholder page again.
5. If there're no given placeholder sitelink in a item, the placeholder can not 
be viewed from trying to view a non-exist page, but can still be reached via 
special pages or searchs.

Thanks indeed @Qgil :-) I'm delighted to hear that you're trying to emulate the 
'GLAM approach', because we always set ourselves up to build a culture of 
decentralisation, local contacts, capacity development, 
every-project-is-different. [Quite the opposite approach to the way the 
Education program (now Wiki Ed Foundation) set themselves up, which was all 
about centralisation, formal structure, reporting hierarchy]

I adjusted your wording slightly to wikimediaN - since a wikimedian is a 
*person* but Wikimedia a concept/movement. This point is clear to me now, and 
I've adjusted Europeana's listing there as a result. 
Do please advise me if there's more detail or clarification you'd like on the 
Europeana sub-page.

TASK DESCRIPTION
  As an editor I want a better experience for inputting monolingual text and 
quantities with units.
  
  The existing popup input field for language/unit needs to go away. Input 
should instead happen via two "normal" equal input fields. They should have a 
dummy text before anything is put in similar to the input fields for labels and 
description. This dummy text should tell the user what is supposed to go into 
the field: value and language/unit.

another idea...

before we execute the job, we could check the page touched timestamp. if the 
page has been touched more recently than the entity usage timestamp (e.g. has 
since been edited), then don't run the job.

there should be another job in the queue with a later timestamp that will 
update usage.

TASK DESCRIPTION
  Generate the content for the Article placeholder.
  If the user gets to a Article Placeholder, generated from an Item, there are 
two ways of displaying the item's data:
   - as a default content page, which isn't editable
   - needs to be clearly marked as placeholder
   - will show all statements
   - the references should be shown, but not "importet from" (doesn't make 
much sense in this case)
   - as a extended version, that is editable 
   - editing of the layout
   - editing of the data 
  
  We should probably first look into the default version and from there start 
with an editable version.

Always doing a forced reload is not the way to go. We should try to get to the 
bottom of this. Perhaps: If we can detect this case, ask the user if they want 
to reload.

Can't reproduce in Firefox 40.

I looked into this some and some ways I think we can improve:

only do selective updates (for specific aspects) for wikis with the 
allowDataAccessInUserLanguage setting = true (e.g. multilingual wikis where we 
split parser cache by language, such as commons).  As far as I can tell for 
other wikis, it would be sufficient to update touched for all with given 
eu_page_id w/o all the where conditions.

Then perhaps these updates can be batched more. (e.g. update touched for 
multiple pages on a wiki in one query)

for multilingual wikis, maybe the touched updates for a page can be done in 
chunks / batches, in cases where a page uses a lot of entities and has a lot of 
aspects.
