My opinion:

Not cached by default. But that may depend of what "default" is :) And how it 
behaves in production - if we get too much load, I may change my opinion.

Can be both, but query option is a must since query options are supported by 
various caches much better than headers, and same with clients.

That would be nice, but depends on which cache we use and how it works. I 
strongly suspect the sets of cacheable and non-cacheable queries will be 
largely disjoint anyway, so in practice it may not matter that much. As I see 
it, there are two kind of queries - those that you don't care about fresh 
to-the-second results - e.g. birthdays of US presidents probably didn't change 
since yesterday - and those that you do care. E.g. list of entities with broken 
"country" property may have changed since I last run the bot that fixes it, and 
I want the actual data.

Also, doing one extra query run is not a big deal, doing 1000s query runs is 
what we worry about.

Well, there should be a possibility to run a completely non-cached query. It is 
a must. However, should it be an option or no-option situation, that may be 
open for discussion. Currently I am on a "no-option" position, but a lot 
depends on how exactly we will use it or for what.

TASK DESCRIPTION
  The parameters that data providers pass to test functions should not be 
complex objects. PHPInit 3.7 uses print_r internally to detect recursion. 
print_r on complex objects can get very big, sometimes exceeding the maximum 
string length. This will trigger a fatal error as reported in T70423.
  
  The solution is to not pass complex objects in test cases, but to construct 
them (or look them up) in the test functions, based on simpler parameters 
passed by the data provider. 
  
  Or we could go to a newer version of PHPUnit. At least the latest version 
uses the [[ 
https://github.com/sebastianbergmann/exporter/blob/master/src/Exporter.php | 
Exporter ]] class, which doesn't have this problem.

Ugh, yea. $data is what the provider passes to the test function. If you have a 
service with a ton of dependencies in your $data, print_r is going to be HUGE. 
This is also SLOW!

We should make sure our data provides never pass complex objects. That's a 
shame really, it's quite convenient. Oh, well. I'll file a ticket.

  In the discussion about a datatype for mathematical expressions on wikidata, 
we also mentionnned chemical formulae.
  Chemical formula are now differtiable from mathematical formulae

I merged https://gerrit.wikimedia.org/r/#/c/269310/ which basically disables 
Wikidata on REL1_25. Anyone wanting to use any of the Wikidata extensions 
should use them directly without the build and even then it is suggested that 
they use master or the current wmf release branch. However if anyone wants to 
use any of them or even the build with releases, I'm willing to merge patches 
to make that work. Also tell us, as we want to know about users :) .
