@abian @Lydia_Pintscher It would be very difficult to define a rational criterion of how many top frequently used WD items to protect.
But maybe there is a way. Namely, the distribution of item usage, as you can observe, almost certainly follows the power-law (Zipf). There are maximum-likelihood estimation methods that can determine both the scaling parameter ('alpha' - it essentially determines whether the distribution has infinite moments) and the "cut-off" ('x-min') parameter. Only beyond a certain value of the "cut-off" the given density (or mass) probability function really begins to exhibit a power-law behavior; see https://arxiv.org/abs/0706.1062.
Now, this is my idea: (1) fit the power-law to our empirical data on WD usage; (2) protect only those observations (i.e. items) that are not found in the tail of the distribution (i.e. those whose observed usage frequency falls beyond the estimated x-min value). As a consequence, we would need to protect (a) only the most frequently used WD items, and (b) those items would at the same time be a part of the "stable" region of the distribution of WD items usage.
Empirical drawback: if the value of x-min turns out to be large, and that is not impossible, we would need to protect a large number of WD items.
Methodological drawback: well, we have already cut off the tail of the distribution: you are observing only the top 100,000 most frequently used WD items. If we estimate x-min from this sample only, it would be different from the x-min estimated from all WD items. If we choose to go for all items, the estimation procedure would take quite some time to complete its run.
Resources: the statistical estimation procedures that I was referring to are already available in R and MATLAB (and maybe Python), so it would take me only a minimal amount of time to develop a script for this. For the record: I've got some data (thanks!) and, based on those, I'm going to run a script to semi-protect the 500 (quite arbitrary number) most used Items in random order (although several of these Items are already semi-protected), which represents the 0.0009% of our total number of Items. Despite what may look like on the chart, the 500th most used Item has still more than 45,000 uses. This measure isn't the panacea and several thousands of Items will remain unprotected with several thousands of uses each one, but I do think this can be a reasonable middle ground for now. F27814726: xy.png Some Items can enter or leave the top-500 ranking at some point as a result of small changes in Wikipedia templates, so I keep this task open while we look for an official, probably lower priority, monitoring solution. This would allow to overcome some possible site-specific permissions restrictions, edit-rate limits etc. Logging step has been excluded from tests because when run locally, or as part of per-patch Jenkins jobs, the user specific restrictions are not really an issue. It seems that the Jenkins job is already passing the test user credentials to env as MEDIAWIKI_USER and MEDIAWIKI_PASSWORD. Tests could make use of this. One possible way to solve the problem with test runs against real sites would be to check if credentials are passed to the environment and (attempt to) log in using this in such case. I agree with Manuel T197616, I would have preferred creating it on s3 for isolation reasons- enwiki, commons and wikidata require more resources than the typical high-throughput project and they were on purpose set on dedicated hardware. I understand that you want a setup as similar as possible as the actual commonswiki, but from our point of view, s0 deployments are the ones more likely to create outages, and the above wikis, plus metawiki and centralauth are on purpose separate from group0 ones to minimize impact. Also the above 3 wikis have a large amount of hardware behind them, which makes testcommonswiki overprovisioned in some aspects. Based on comments that removing the wiki is going to happen, I won't ask to move it, but please not removing wikis is also not a trivial task due to out of band changes (ES, wikidata, etc.). I would recommend strongly to at the very least move it to s3 (or a potential future s0) before archival when that happens. Disclaimer: In this comment I exclusively focus on technical/Wikibase as a software aspects of the topic. I am entirely opaque to what might be good or not so good social/community process additions to what the software allows/provides.
Thinking about the problem at hand (Commons case), the possible (though not certain) future needs of WMF wikis, and the needs we've collected from non-WMF Wikibase instances , and having my brain melted multiple times I came with the following:
It seems there are two problems that Wikibase tries to solve with prefixes/federation:
Being able to use/reference entities from other Wikibase instances (e.g. Commons using items/properties from Wikidata, or FactGrid using properties from Wikidata)
Being able to, within a Wikibase instance, mix entities of a particular type coming from multiple sources (ie. Wikibase instances - potential example of this would be FactGrid using Wikidata items, but also have their own, Fact-Grid specific items.
In my understanding, what 1 needs is to be able to access other wikis database (either through direct DB access, or through some more sophisticated API), and 2 could be solved by prefixes as the way to disambiguate identifiers.
The existing code, which is now causing trouble, is imperfect in the sense that, while trying to solve both tasks 1 and 2 at the same time, it seem to be giving to much importance to prefixes, and specifically it makes the empty/no prefix somehow special and bound the "local" database.
That would be it for stating the obvious.
Instead of trying to bend the existing code to work for Commons and hopefully for other future uses, I tried to take a step back, and was thinking about solving those two challenges kind of separately.
The idea I'd like to hear comments from @daniel, @Addshore and others about would be the following:
forget about the currently implemented prefixes, repositories, special '' prefix etc
As a first step implement the possibility to configure Wikibase to read entities from different "sources" (for now only using different DBs accessed through MW DB code)
As a next step (not required for SDoC), implement the possibility to allow using entities of type X coming from multiple sources. To differentiate IDs prefixes would be used.
Without I doubt I have a limited perspective so I might be missing some important use case. Please point out wholes in the plan above.

It would allow Commons define MediaInfo without needing to change any existing pages, templates etc on Commons which refer to P123 and Q456 already
It would leave the topic of prefixes/disambiguation for the second implementation phase, meaning faster unblocking SDoC features
Adding prefixes as a second step would be still fulfilling needs of wikibase instances that e.g. want to use both Wikidata and own items.
As we have spent quite some time talking about the configuration, and how clumsy it is now, this is how potentially this all would be configured in pseudo JSON if the "entity sources" and "prefixes" concept got split.

ArthurPSmith added a comment. I didn't know about the "award token" option! Yes, we should do something along these lines. However, I think there are a number of situations to be addressed: (1) The edit may be a clean-up which has no material impact on the value of the statement (especially for quantity values, adjusting the precision, or for URL's adding/removing a trailing '/' or something like that). It is probably hard for software to understand this distinction, so I think despite Snipre's concern above we will always need an option (a checkbox or something) to let the user preserve the existing reference unchanged. (2) For item-valued statements, an edit to fix a redirected value should definitely preserve the references. This may or may not be easy to detect automatically. (3) The original data insertion may have been incorrect in some respect relative to the reference (for example linking to the wrong item or for any datatype simply having the wrong value somehow). Again a correction to match the original reference would not require any edit of the reference (other than possibly updating the "retrieved date" value). (4) A qualifier like "end date" is added to the statement. This should perhaps be supported by a new reference, but it wouldn't invalidate the old references on the statement. The real concern is edits that change the value in a material respect. In this case I think the default behavior should be to preserve the original value with a deprecated rank, rather than to actually delete it. So the UI that I think would work best is: For a statement with no references, allow edits as now. For a referenced statement, by default when the value or qualifiers are changed, preserve the original statement with its references but set rank to 'deprecated', and remove all the old references on the new statement (and nudge the user perhaps to add new ones). But provide a checkbox to assert that this is not a material change so that the original references are preserved and the 'deprecated' statement need not be created. I'm not sure what was meant by that. Another point: I would suggest also updating the help icon to OOUI. I'm not sure why that wasn't part of the task description. That is T198868, or T205193 in particular.
