TASK DESCRIPTION
  As a product manager, I want to know the baseline and current lagtime for 
WDQS/WCQS, so that I can report on how well the products are performing with 
respect to our annual OKR of getting update lag under 10 minutes.
  
  This Grafana view allows us to see performance of the different WDQS servers 
with respect to lag: 
https://grafana.wikimedia.org/d/00489/wikidata-query-service?viewPanel=8=1=1m=now-90d=now.
 However it does not allow us to know what the average/effective lag is, as it 
reports each server independently. It also doesn't take into account depooled 
servers allowed to catch up, and data reloads, which may not affect users 
directly.
  
  Until we have an effective way of accurately capturing this, the KR will 
reported indirectly by counting number of 10min+ lag events given a time 
period. This will be an overestimate of actual update lag, for the reasons 
above relating to depooled servers/data reload.

  - There is a dashboard for WDQS/WCQS update lag time
  - Establish an update lag baseline going into the 2021-2022 fiscal year (so 
we can track the impact of our work)

  We're settling on base tokens file for general and grouped (f.e. input-binary 
specifics) tokens and on component tokens file, which will contain 
single-component-tokens only when needed.

  Thanks for the report! There are a number of known issues with the current 
update process for WDQS. We are rolling out a new updater for WDQS that should 
be out in the next couple of weeks, so we'll not investigate this further on 
the WDQS side.
  
  The Search indices are updated via a different process, which should be a lot 
more robust. It is unexpected to not see updates on the Search side, we'll 
investigate that further.

  Currently, the new termbox, aka Termbox v2, aka mobile termbox, is disabled 
by default in Wikibase, but enabled in the example settings, meaning it’s 
effectively default-enabled in most Wikibase installations (including the 
release pipeline docker images). As we want to get rid of the example settings, 
we need to make a decision: should we properly enable termbox by default, or 
disable it (with a notice in the release notes that it’s no longer enabled by 
the example settings)?

  Exciting news: on 2021-10-09, the WikibaseLexeme build actually finished 
successfully (#1167

  Presumably this was sheer luck, but I guess it’s still nice to know that it’s 
possible for these tests to all succeed at the same time.
