Jdlrobson added a comment. FWIW there are plans to move the last modified bar to the bottom of the page, so I would hold off any changes just yet.
Also given the banner is part of the content and the last modified bar is not, this is not going to be possible without some nasty hacks :-)... I would suggest closing as I'm not sure there is much actionable here.
