  This is not a decision the language team can make. Maybe langcom could 
comment whether they think these codes are suitable and Wikidata devs need to 
see whether this can be done and is it technically okay.
  
  If you decide to add these new code(s), the Language team can make sure they 
are supported in Language-data and ULS.

 I don't know if adding 1 variant as an alias would suffice, because that way you don't need a separate language code for Spain.
