no idea if it is related but I have no tabs in Special:Preferences on beta 
wikidata, as well as beta enwiki:

test.wikidata has the new branch now and appears unaffected by this issue.

in some ways it's even more annoying to be a beta-only thing, yet again. i 
poked the caches quite a bit and pretty sure the issue is *not* caching this 
time.
