TASK DESCRIPTION
When editing a quantity value, the "save" button remains disabled as long as no bounds/precision is explicitly provided. That is, "123" cannot be saved, while "123+/-1" can be saved.
In both cases, the call to the wbparsevalue API succeeds. However, if no bounds are given, the resulting JSON representation of the quantity value has no upperBound and lowerBound field. The _javascript_ data model probably still expects those fields, and fails when they are not present.
