[Wikidata-bugs] [Maniphest] [Created] T165809: Does wbsetdescription really need the site parameter

TASK DESCRIPTION

During some hacking with the Android app I recognized, that the wbsetdescription action of Wikibase requires the site parameter, which doesn't seem to be necessary for me, as the descriptions varies for languages but not for sites, right? If I'm right, can this requirement be removed? If not, can you please explain for what it is needed? :)
