TASK DESCRIPTION
  Sometimes wikis get closed 
 or 
renamed (e.g. `mowiki` -> `rowiki`) or should never have been connected to 
production Wikidata in the first place (e.g. `testcommonswiki`). Nonetheless 
some of these wikis did once use Wikidata entities and thus landed in the 
`wb_changes_subscription` table. Having entries for wikis that no longer exist 
in that table is pointless.
  
  **Acceptance criteria:**
  
  [ ] Create a maintenance script, that removes all entries from the 
`wb_changes_subscription` table for wikis that are not in $wgLocalDatabases 
.
  [ ] Run that script once to make sure the current `wb_changes_subscription` 
is clean
