Hey all,
Nice to meet many of you for the first time! Thanks for your feedback
and for raising larger concerns around resource allocation at the
Foundation. These concerns are extremely valid-- especially the ones
around allocating resources for less supported platforms such as
Commons and broken infrastructure. The wishlist process will begin
next week with the proposal phase starting Jan 10.

In the email thread, I identified some open questions about the
Wishlist process so I am answering them here.

  *
Can we vote/focus on the maintenance of tools rather than new tools?
  o
Yes. The wishes that we work on do not have to be associated
with a new tool. In the past we’ve taken on projects that were
maintenance related. For example, in the last year, we took on
improvement projects for Wikisource Export and Wikisource OCR
tools, among other initiatives. We also maintain and fix all the
tools we’ve built in the past.Check out the fresh documentation
about what qualifies as a proposal here.

  o
Gnangarra, your points about the issues with bulk uploads in
Commons would make a sound proposal-- a proposal does not have
to be a new tool in the least. The part about uploading large
files is out of scope for our team though (see link above about
our areas of focus, the issue is infrastructural
    and too large for what
we can take on). I still believe there is value in suggesting
    it, though.
  o
    We have Talk to Us

hours

on January 19-- where the entire team will be available for a
video call to help folks who want to write proposals and polish
them so that they may get selected.

  *
What if what we want fixed is larger than what the Community Tech
    team can accomplish?
  o
This year, we will be talking directly with leadership about
larger wishes that we can't fulfill ourselves. To make this
possible, we will no longer be formally 'Archiving' ideas. One
improvement we are implementing from conversations with all of
you at past Talk to Us Hours and other places, is that we will
place projects that are too large for us into a new category
called “Larger Suggestions'' because we still want people to be
able to voice those needs. We plan to share this with the
Foundation's leadership during the WMF's annual planning, which
    takes place in the spring.
  o
This being said, if you have an idea that may be too large for
us to take on, I would also encourage you to come to Talk to Us
Hours (link above) and see if we can help you workshop the
proposal into something we can help with. If we can’t then I
would still highly encourage you to propose, by all means!
Chances are if you think it’s an important problem, many other
    members do as well.
  o
Finally, the wishlist isn't just for Community Tech. Volunteer
developers and other Wikimedia Foundation teams have taken on
wishes from the wishlist. For this reason, there is a chance
that a wish may not be appropriate for our team, but it can be
    addressed by someone else.

  *
Why isn’t the WMF fixing what we feel are  be the most urgently
    needed fixes in functionality?
  o
This is a larger question that gets answered at the board and
C-leadership levels. There are also some relatively new teams at
the Foundation, such as Architecture and Platform Engineering,
that aim to improve the technical infrastructure overall in the
years to come. However, every team can help with the answer and

[Wikimedia-l] Puzzles & Priorities Follow-Up and News from the Wikimedia Foundation

2022-01-28 Thread Maryana Iskander
Hi all,

Two weeks ago, I shared reflections from my listening tour

including five ‘puzzles’ that I believe require shared problem-solving from
all of us. The first puzzle asked: ‘what does the world need from us now?’
I heard from many of you about the urgency of connecting our work to the
real-world trends impacting free knowledge in societies across the globe.
I'd like to start thinking together about these and what they require of
our movement.

As I mentioned in my priorities, this month the Foundation kicked off a new
approach to annual planning for our next fiscal year (from 01 July 2022- 30
June 2023). We are currently working to understand how the Foundation’s
current resources support all Wikimedia projects, regions, language
communities and audiences. In April, we’ll be ready to share what we’ve
learned, and will host conversations on how to better shape this work for
next year and beyond.

We also started our planning process by looking at some key trends that may
impact the future of the free knowledge ecosystem – you can read more about
this on Diff

and Meta
.
Some of these trends (about the changing nature of online search, new
approaches to content moderation, and responses to the rise of
misinformation and disinformation) are not only about the future, but also
about the present. They require long-term thinking and raise several big
questions:

   -

What tradeoffs or changes might the Foundation – and our movement – need
to make as the nature of search changes online and government regulations
   increase?
   -

How should we position our movement to best respond? What role can we
play as individual contributors, affiliates, communities, and the
   Foundation?
   -

What else are we missing in our thinking about relevant trends?

I welcome any feedback on the Listening Tour Meta page

or by emailing me directly. These questions need multi-year answers, but
this brainstorm to inform our annual plan is a first step.

I will also share periodic updates from the Wikimedia Foundation here and
on Meta. Today, I wanted to let you know that Robyn Arville, the Wikimedia
Foundation’s Chief of Talent and Culture Officer, has decided that the time
has come for her to recharge and begin thinking about her next adventure.
She will be stepping down in early April, giving us time for a very stable
and orderly transition in the months ahead. Robyn joined Foundation in
2019, and has led several important initiatives to improve learning and
development opportunities for staff, introduce new DEI initiatives for the
Foundation, and recruit a more diverse, global workforce. She also served
as a member of the Transition Team leading the Foundation during the CEO
search last year. I hope you will join me and the Wikimedia Foundation
Board of Trustees in thanking Robyn for her service and contributions.

Thanks for taking the time to read this message.

[Wikimedia-l] Invitation to Wikimedia Research February Office Hours

2022-01-28 Thread Emily Lescak
Hi all,

Join the Research Team at the Wikimedia Foundation [1] for their monthly
Office hours this Wednesday, 2022-02-02 at 00:00-1:00 UTC (16:00 PT 02-01 /
19:00 ET 02-01 / 1:00 CET 02-02). Find your local date and time here
.

To participate, join the video-call via this link [2]. There is no set
agenda - feel free to add your item to the list of topics in the etherpad
[3]. If you do not have a specific agenda item, you are welcome to hang out
and enjoy the conversation. More detailed information (e.g., about how to
attend) can be found here [4].

Through these office hours, we aim to make ourselves more available to
answer research related questions that you as Wikimedia volunteer editors,
organizers, affiliates, staff, and researchers face in your projects and
initiatives. Here are some example cases we hope to be able to support you
with:

   -

You have a specific research related question that you suspect you
should be able to answer with the publicly available data and you don’t
know how to find an answer for it, or you just need some more help with it.
For example, how can I compute the ratio of anonymous to registered editors
   in my wiki?
   -

You run into repetitive or very manual work as part of your Wikimedia
contributions and you wish to find out if there are ways to use machines to
improve your workflows. These types of conversations can sometimes be
harder to find an answer for during an office hour. However, discussing
them can help us understand your challenges better and we may find ways to
work with each other to support you in addressing it in the future.
   -

You want to learn what the Research team at the Wikimedia Foundation
does and how we can potentially support you. Specifically for affiliates:
if you are interested in building relationships with the academic
institutions in your country, we would love to talk with you and learn
more. We have a series of programs that aim to expand the network of
Wikimedia researchers globally and we would love to collaborate with those
of you interested more closely in this space.
   -

You want to talk with us about one of our existing programs [5].

Hope to see many of you,
Emily on behalf of the WMF Research Team

[Wikimedia-l] Re: Words from Wikiquotes... The wisdom of 2,432 women made visible via WikiQuote :)

2022-01-28 Thread Camelia Boban
Hi Florence, Isla and others,
Thank you for the announcement.

In the name of my affiliate, WikiDonne User Group, who organized the
campaign in Italian Wikiquote, I want to thank the itwikiquote community
which, for the second time, answered with a great enthusiasm. For the
gadgets we offered, we chose a quote of a great women poet: ἰοίην (our
Greek friends can say more, but as I know, the translation is *that I can
go further*) the only word left of a poem written by Sappho. Maybe the
richest word in hope that can exist.

This event and the previous one, helped on increasing the project content,
so with 42.389 articles, Italian became the first language in Wikiquote.

I encourage all you to try to edit Wikiquote and learn the other how to do
it, you will find a lot of fun. It is also a good option to engage new
editors and an easier way to start edit the Wikimedia projects.

;Long version

Wiki Loves Women’s 2021 #SheSaid campaign was launched in October.
SheSaid is a drive that encourages *an increase in visibility for
notable women’s voices online by adding their notable quotes to various
language WikiQuote sites.*

For 2021, nine different language communities contributed –*Italian,
Ukrainian, English, Tagalog, Igbo, Spanish, French, Central Bikol, and
Catalan*. In addition to the global drive, 12 members of Wiki Loves
Women’s Focus Group held local training and participation drives with
their communities.

Across the 9 language Wikiquotes a collective of*1,514 articles were
created*. This ensures that 1,514 notable women whose voices and wisdom
had previously not been featured, can now be easily accessed. Articles
for a further*309 women were improved*. In addition,*638
articles*featuring notable women were created onKinyarwanda Wikipedia
(/Wikipediya mu Kinyarwanda/)
by the activities of the Wiki
Loves Women Focus Group member in Rwanda in collaboration with Wikimedia
Rwanda Usergroup.

The Italian language community through the enthusiasm of theWiki Donne
user
groupwasagain
the most outstanding contributor to the SheSaid Campaign. This community
created articles about 609 women and improved a further 227 articles.
The next prolific contender, the Tagalog language community (currently
in incubator status) created 308new articles. The third highest
contributing language community was to the English language Wikiquote by
creating 156 articles and improving a further 18 articles. The drive is
also the opportunity to add structure to Wikiquote in creating relevant
categories to host all those entries.

Below are the stats impact for the SheSaid Campaign across 9 different
languages that participated in 2021;

 * SheSaid on the Spanish wikiquote

The lack of women’s voices in the digital domain is a global issue, one
that we can collective work on in order to change how women are viewed.
By hosting drives such as Wiki Loves Women’s SheSaid campaign, Wikimedia
groups focused on gender help to right this historical imbalance whilst
growing communities as they learn how to contribute.

We are awed by the response and enthusiasm to the second edition of this
drive, and looks forward to the third version in 2022!

We urge that anyone can join this initiative and continue to make an
impact by adding more articles about women.

[Wikimedia-l] Re: Board statement endorsing community voting on the enforcement guidelines for Universal code of Conduct (UCoC)

2022-01-28 Thread Yair Rand
This is mostly a positive development, I think. The overall recognition
that the correct way forward is a community vote is excellent, as is the
agreement that the community must be able to review and modify the texts in
the future. I have a few concerns on the details of the vote:
1. In order to ensure a fair vote, I would recommend that the vote be
administered by a group other than WMF T, given that T would likely be
strongly biased toward preferring a particular outcome. Ideally, it would
be run outside the WMF entirely, since the WMF is clearly very invested in
having this approved. Perhaps the Elections Committee could do it?
2. The 50% threshold, while not entirely without precedent (the licensing
update vote also required 50%), is unusual. Depending on the type of
policy, thresholds have usually ranged from 60% to as high as 80%, if I'm
remembering correctly. This, combined with the unprecedented step of
allowing potentially hundreds of non-editor staff to participate in a
decision directly affecting the projects, is concerning.

I am worried about the potential for ambiguity and/or confusion following
this, especially in the context of the Board's earlier actions in this
area. For example, while the WMF and Board have repeatedly suggested that
the UCoC is in force (throughout official communications and elsewhere), it
is as a matter of simple fact and actual practice, not a policy on the
Wikimedia projects. Given that the local projects' administrations do not
take instructions from the WMF, and the lack of any community approval of
the suggested policy text so far, the only effect of the WMF position
(outside of the affairs of the WMF and those inclined to follow the
organization's lead) is confusion and doubt about the WMF's
cooperativeness. In a matter such as this, clarity is important, and I hope
we can have a clear outcome recognized by all. The decision on whether to
approve the UCoC and associated enforcement guidelines must be a legitimate
community decision, broadly recognized. The Board's statement that it will
follow the outcome of a vote is a good thing, but this should be
accompanied with actions to ensure that it is a vote that will be
recognized as a fair and valid representation of the communities' will.
