loaded into the Election Compass tool. Voters will use the tool by entering
in their answer to the statements (agree/disagree/neutral). The results
will show the candidates that best align with the voter’s beliefs and views.

Here is the timeline for the Election Compass:

   - July 8 - 20: Volunteers propose statements for the Election Compass
   - July 21 - 22: Elections Committee reviews statements for clarity and
   removes off-topic statements
   - July 25 - August 3: Volunteers vote on the statements

Hi Alice and Adamw,

Thanks for this question. This has been a question those of us on the team
supporting the election asked ourselves: do we publish the participants
publicly, or no?

Movement Strategy and Governance is made up of facilitators from around the
world. We all have a broad experience with cultures and community
experiences. Several facilitators said some affiliates from their regions
decided not to participate to avoid the risk of being labeled and accused
of engaging with a foreign organization. The aim is to protect those
organizations and individuals who did participate from extra attention that
might have real and lasting effects for them.

For the reason above, making the list of participants more obvious is not
something that we wish to do so we can protect the people in our
communities who are vulnerable to just how political participating in free
knowledge still is in much of the world.

If any organization needs to have documentation of their participation, we
can gladly supply that on an individual basis.

An Election Compass is a tool to help voters select the candidates that
best align with their beliefs and views. The community members will propose
statements for the candidates to answer using a Lickert scale
(agree/neutral/disagree). The candidates’ answers to the statements will be
loaded into the Election Compass tool. Voters will use the tool by entering
in their answer to the statements (agree/disagree/neutral). The results
will show the candidates that best align with the voter’s beliefs and views.

Here is the timeline for the Election Compass:

July 8 - 20: Community members propose statements for the Election Compass

July 21 - 22: Elections Committee reviews statements for clarity and
removes off-topic statements

July 23 - August 1: Volunteers vote on the statements

August 2 - 4: Elections Committee selects the top 15 statements

August 5 - 12: candidates align themselves with the statements

August 15: The Election Compass opens for voters to use to help guide their
voting decision

The Elections Committee will select the top 15 statements at the beginning
of August. The Elections Committee will oversee the process, supported by
the Movement Strategy and Governance team. MSG will check that the
questions are clear, there are no duplicates, no typos, and so on.

Thank you to everyone who participated in the Call for Feedback: Board of
Trustees elections so far. The Movement Strategy and Governance team
suggested another question was still under discussion. As of today, we
announce the last key question:

How should affiliates participate in elections?

Affiliates are an important part of the Wikimedia movement. Two seats of
the Board of Trustees due to be filled this year were filled in 2019
through the Affiliate-selected Board seats process. A change in the Bylaws
removed the distinction between community and affiliate seats
<https://foundation.wikimedia.org/w/index.php?title=Bylaws=revision=123603=123339>.
This leaves the important question: How should affiliates be involved in
the selection of new seats?

The question is broad in the sense that the answers may refer not just to
the two seats mentioned, but also to other, Community- and
Affiliate-selected seats. The Board is hoping to find an approach that will
both engage the affiliates and give them actual agency, and also optimize
the outcomes in terms of selecting people with top skills, experience,
diversity, and wide community's support.

The Board of Trustees is seeking feedback about this question especially,
although not solely, from the affiliate community. Everyone is invited to
share proposals and join the conversation in the Call for Feedback
channels. In addition to collecting online feedback, the Movement Strategy
and Governance team will organize several video calls with affiliate
members to collect feedback. These calls will be at different times and
include Trustees.

Due to the late addition of this third question, the Call will be extended
until 16 February.

The Call for Feedback: Board of Trustees elections is now open and will
close on 7 February 2022.

With this Call for Feedback, the Movement Strategy and Governance team is
taking a different approach. This approach incorporates community feedback
from 2021. Instead of leading with proposals, the Call is framed around key
questions from the Board of Trustees. The key questions came from the
feedback about the 2021 Board of Trustees election. The intention is to
inspire collective conversation and collaborative proposal development
about these key questions.

There are two confirmed questions that will be asked during this Call for
Feedback:

   1. What is the best way to ensure more diverse representation among
   elected candidates? *The Board of Trustees noted the importance of
   selecting candidates who represent the full diversity of the Wikimedia
   movement. The current processes have favored volunteers from North America
   and Europe.*
   2. What are the expectations for the candidates during the election? *Board
   candidates have traditionally completed applications and answered community
   questions. How can an election provide appropriate insight into candidates
   while also appreciating candidates’ status as volunteers?*

There is one additional question that may be presented during the Call
about selection processes. This question is still under discussion, but the
Board wanted to give insight into the confirmed questions as soon as
possible. Hopefully if an additional question is going to be asked, it will
be ready during the first week of the Call for Feedback.

election everyone was waiting for. :) It was "pushed for" by the community

   the wiki on which the account was originally created.

   A total of 74 wikis that did not participate in 2017 produced voters in
   this election.

   A total of 226 wikis had at least one eligible voter but produced no
   voters. The largest electorate in this group was Cantonese Wikipedia, with
   25 eligible voters.


In the upcoming days, an anonymized list of votes will be released that
will allow deeper inspection and publication of more metrics.

2022 election
The next Board of Trustees election is planned to take place in 2022.

[Wikimedia-l] Voting closes for the 2021 Board of Trustees election with a record participation

Thank you for participating in the 2021 Wikimedia Foundation Board of
Trustees election! Voting closed August 31 at 23:59. The official data,
including the four most voted candidates, will be announced as soon as the
Elections Committee completes their review of the ballots. The official
announcement of the new trustees appointed will happen later, once the
selected candidates have been confirmed by the Board.

6,946 community members from 216 wiki projects have voted. This makes 10.2%
global participation, 1.1% higher than in the last Board elections. In
2017, 5167 people from 202 wiki projects cast their vote. A full analysis
is planned to be published in a few days when the confirmed results are
announced. In the meantime, you can check the data produced during the
election.

Diversity was an important goal with these elections. Messages about the
Board election were translated into 61 languages. This outreach worked
well. There were 70 communities with eligible voters voting in this
election for the first time. With your help, next year’s Board of Trustees
election will be even better.

Would you like to get more people taking part in the Wikimedia Foundation’s
Board of Trustees election?

The Wikimedia Foundation Board of Trustees announced the plan for the 2021
Board elections

That plan includes outreach and communication support for the Board
elections. The Board election facilitators will:

   - Inform communities of the trustee selection process
   - Invite communities to engage in voting
   - Encourage people representing emerging Wikimedia communities to run as
   candidates

Voter turnout in prior elections was about 10% globally. It was better in
communities with volunteer election support. Some of those communities
reached over 20% voter turnout. We know we can get more voters to help
assess and promote the best candidates, but to do that, we need your help.

We are looking for volunteers to serve as Election Volunteers. Election
Volunteers should have a good understanding of their communities. The
facilitation team sees Election Volunteers as doing the following:

   - Promote the election in their communities’ channels
   - Organize discussions about the election in their communities
   - Translate messages for their communities

[Wikimedia-l] Resolution about the upcoming Board elections

Hi all,

The Wikimedia Foundation Board of Trustees met last week to decide on a
plan for the 2021 Board elections. The Board Governance Committee created
this proposal, based on the Call for Feedback about Community Board
Seats.[1] Please check the related announcement for details.[2]

The Board wants to thank the more than 800 volunteers that participated in
the Call for Feedback in one way or another.[3] There were almost a hundred
conversations in multiple languages and in multiple regions. There was
additional discussion on Meta, Telegram, and other channels used by local
communities. Three new ideas were presented by volunteers during the Call.
It has been very difficult to decide on every open question considering the
quantity and diversity of opinions received. We hope this resolution feels
sensible to everybody.

In the upcoming days, the Board elections facilitation team will share
their ideas to support candidates and voters. Let's work together on
elections with high and very diverse participation!

[Wikimedia-l] Call for Feedback: Community Board seats - Main Report draft comment period

Hi everyone!


We have concluded the Call for Feedback: Community Board seats. Thank you
everyone who participated.

During the Call for Feedback period from February 1 to March 14, a team of
10 facilitators organized open and inclusive community discussions to
gather feedback about ideas for trustee selection processes for
community-and-affiliate Board seats. Some facilitators had a regional
focus; some had a language focus. The intention was for the combined
facilitation team to obtain a fair representation of the movement’s
diversity and create a report for the Board. The facilitation team used
the Weekly Reports as the main source of information to create the main
report. [1]

*A draft of the Call for Feedback: Community Board seats main report is now
available. It will be available for community comment until Sunday, March
28. *[2]

After the community comment period the facilitation team will send the main
report to the Board. The feedback in the main report informs the Board’s
decision about these potential changes to trustee selection processes,
procedures, and tools to meet the goals of the Board.

the team facilitating the Call for Feedback: Community Board seats. You can

[Wikimedia-l] First Weekly Report published - Call for Feedback: Community Board seats

Hello,

I am writing to announce the first weekly report for the Call for Feedback:
Community Board seats is published. [1],[2]

The Call for Feedback about Community Board seats selection processes is
happening February 1 and March 14. With the help of a team of community
facilitators, we are organizing conversations and gathering feedback.
During this call for feedback we publish weekly reports and we draft the
final report that will be delivered to the Board. This report covers new
activity February 1-7.

If you think anything relevant is missing, let us know in the Talk page and
we will consider its inclusion in the next weekly report. Your feedback is
welcome and appreciated.

I have to say the more I look at the 'options' we are asked to feed back
on, the more confused I get.

So far as I can see there are options relating to:
1) whether there should be elections a) to the Board itself, b) to a
"selection committee" that will nominate Board members, or c) not at all
2) if there is a 'selection committee', should it review candidates a)
before an election or b) after an election;  c) should the selection itself
be c) appointed or d) elected
3) if there is an election, what voting system should it use and should
seats be reserved for particular groups (using quotas).

For what it's worth, my personal view is that anything other than having
community-selected Board members elected by the community is going to be a
disaster. But I'm not entirely sure which one of the many talk pages that
feedback should go on.

[Wikimedia-l] Call for Feedback: Community-and-Affiliate Board Seats

Hi there!

As recently announced, the Wikimedia Foundation Board of Trustees is
organizing a call for feedback about community-and-affiliated seat
selection processes between February 1 and March 14. You can find all the

We are offering multiple channels for questions and feedback. With the help
of a team of community facilitators, we are organizing multiple
conversations with multiple groups in multiple languages. I am the
community facilitator for English language communities and Meta discussions
about the Board Governance updates.

During this call for feedback we will publish weekly reports and we will
draft the final report that will be delivered to the Board. With the help
of this report, the Board will approve the next steps to organize the
selection of six community seats in the upcoming months. Three of these
seats are due for renewal and three are new, recently approved.

We are looking for a broad representation of opinions. We are interested in
the reasoning and the feelings behind your opinions. In a conversation like
this one, details are important. We want to support good conversations
where everyone can share and learn from others.

*How to participate*
You can choose your preferred language and way of participation. A team of
facilitators is watching multiple channels and capturing the outcome of
conversations in weekly reports (see below).

   - Discuss in the Talk page for each idea, or in this Talk page [1] for
   general comments. Translated pages welcome discussions in their respective
   languages.
   - Discuss in the WM Board Governance Telegram [2] group created for this
   call for feedback.
   - Join a conversation or an online meeting near you. We are organizing
   multiple conversations on wiki projects, with affiliates, and other groups.

If there are no conversations or meetings organized for your project or
your affiliate, contact us here, on Telegram, or via email at
community-board-seats-...@wikimedia.org. A facilitator will contact you to
organize one.
