All of the Annual Planning Grants (APGs) to Wikimedia affiliates are next
year paid through Tides Advocacy. Wikimedia Foundation has communicated
this change to all of us affiliates that are affected many months ago, and
there is nothing secretive going on. Please assume good faith.

[Wikimedia-l] Wikimedia Sverige receives a total of USD 500, 000+ in funding for three new projects, and a cost reduction of USD 30, 000/year

Wikimedia Sverige is proud to be the recipient of three new grants totaling
around USD 500,000. We hope to work with many of you as part of these
projects. If you are interested in getting involved or receiving updates
please let me know.

Furthermore, the chapter also has a new heavily subsidized agreement for
our office space.

Project 1: Wikispeech – The Speech Data Collector

The first project is a continuation of the Wikispeech[1] project, a
text-to-speech (TTS) system that converts written text into speech. From
September 2019 to April 2021 we aim to finalize building the MediaWiki
extension and to build tools to collect speech data to add pronunciations
to Wikipedia, Wiktionary and Wikidata and to add more languages to the
text-to-speech solution. The tools should also be possible to use for oral
citations.

The work happens in partnership with the Royal Technical Institute, STTS (a
language processing company), Mozilla Foundation, Wikimedia Deutschland and
the Swedish Dyslexia Association.

Project 2: Wikipedia in Libraries

From 2019 to 2020 Wikimedia Sverige, together with the National Library of
Sweden, will develop an online training module for Swedish librarians
focused around free knowledge and the Wikimedia platforms. This will be a
mandatory training for all of Sweden's 5,000 public librarians. Our hope is
to give all of them a basic understanding of the Wikimedia projects, as
well as to complement the online training with advanced courses for the
most dedicated. The advanced courses will give them the tools to ongoingly
organize activities and events independently at their libraries across the
country.

Furthermore, the librarians will be engaged in the #1Lib1Ref and
FindingGLAMs campaigns.

There is a great potential to receive continuous funding over the coming 3
years if successful.

Project 3: Bibliographical data on Wikidata

We continue our work to include bibliographical data on Wikidata. The
project details are still being negotiated with the funder. The project
will start in mid-2019 and last until 2020.

Cost reduction

Starting from March 2019 we have a new agreement in place for a heavily
subsidized coworking space office from the Swedish Internet Foundation.
Through the agreement we will save us around USD 30,000 per year compared
to when we had an office of our own.

We have received this generous subsidy because Wikipedia is considered so
important for the infrastructure of the Internet. We are very happy that
the agreement does not have an end date and that we have the possibility to
grow significantly over time as well (while keeping the generous subsidy).

Indeed one of the exciting possibilities working with audio is oral
histories. That our team now will be able to think, discuss and prepare for how
audio files best can be included on the Wikimedia projects should give us
relevant insights for future work.

I am also very much looking forward to see how the *Wikipeech Speech Data
Collector* (WSDC) tools might contribute to the collection of oral
histories.[1]

If funded we aim for WSDC to have a set of tools to crowdsource CC0
licensed speech data for the Wikimedia platforms and to become a service to
the entire FOSS community and to many others working with accessibility
online. Over time WSDC should allow us to add more languages to Wikispeech
and improve diversity on all platforms using MediaWiki. The same WSDC tools
could potentially also be useful for collecting, annotating and
disseminating e.g. oral histories or historical recordings.

To develop WSDC in 2019-2021 Wikimedia Sverige, together with a large
number of GLAM and university partners (with wonderful support from our
friends at Wikimedia Deutschland[2]), have recently sent in a major grant
application of 440,000 USD. We should get an answer about the funding in
February next year. (We are now among the last teams competing for the
funds and it looks very promising.) Please send positive thoughts!

Wikimedia Sverige is proud to be the recipient of $55,000 in support from
the grant-giving organization Kulturbryggan (Culture Bridge) for a project
investigating how to best include audio files on Wikimedia Commons.

Our work will focus on batch uploading audio files onto Wikimedia Commons
(with a focus on music recordings). In preparations for this, we will
investigate how the metadata can be included in a way that is best suited
for Structured Data once it gets deployed. This is a pilot project where we
aim to discuss with the community what to include and what to exclude. The
discussions and the requests from the community will form our planning
around future work with uploading audio files onto Wikimedia Commons. We
look forward working with the community and with the Structured Data team
at Wikimedia Foundation on how metadata about audio files can be included
in a well-structured and useful way.

This project will connect very closely to the FindingGLAMs project[1] and
will form one of the case studies included in it. In the case study we will
provide guidance for other GLAMs and Wikimedia affiliates who want to
upload audio files in the future.

The project also connects closely to Wikimedia Sverige’s planned project
aimed at building tools to collect speech recordings. The recordings,
illustrating how words are pronounced etc., will then be used to improve
the quality of Wikispeech[2], a text-to-speech (TTS) system that converts
written text into speech. We want to see what type of speech recordings can
and should be stored on Wikimedia Commons and what kind of metadata should
be included there; this project will help us clarify the needs.

[Wikimedia-l] Wikimedia Sverige receives $324k+ in funding for the project FindingGLAMs

Wikimedia Sverige is proud to be the recipient of $324,500 in support from
the Swedish Postcode Foundation for our project FindingGLAMs
<https://meta.wikimedia.org/wiki/FindingGLAMs>.

We will work in collaboration with UNESCO and the Wikimedia Foundation to
achieve a number of ambitious goals over the 15 month long project. We will
work to:

   - Collect and include data about GLAM[1] institutions around the world
   on Wikidata (e.g. where they are located). This will be done both through a
   campaign and from batch uploads of datasets;
   - Batch upload collections of media files, in collaboration with the
   Structured Data on Commons program;
   - Organize networks of experts to discuss issues with disseminating
   different types of material through the Wikimedia projects;
   - Create a white paper consisting of a number of case studies based on
   the work and discussions outlined above;
   - Communicate about the Wikimedia movement’s work with GLAMs at
   conferences;
   - Organize a number of activities both on- and offline to use the
   material. This include some work around Wikimania 2019 that will take place
   in Stockholm, Sweden.

We hope many of you would like to get involved in the project and work with
us to connect to GLAM partners in your countries. At this point we are
looking for your help to identify institutions that maintain lists of GLAM
institutions (similar to the collection of monuments lists for WLM) and
later to identify GLAM institutions with specific types of collections that
would like to work with the Wikimedia movement.

the recipient of $65,500 in support from the Swedish National Library for
our project Library Data.We will work in collaboration with the Swedish
National Library to include a number of datasets onto Wikidata, such as
data about authors, libraries and different special databases of
bibliographies[1]. This is a pilot project where we aim to discuss with the
community what to include and what to exclude. Based on the discussions and
the requests from the community we will design a continuation of this
project (if this first part is deemed successful continuous funding is
possible for 3-4 more years).We started investigating a possible long term
partnership with the National Library in 2017 when Wikimedia Sverige
delivered inputs to the new National Strategy for the Library Sector on how
Sweden's libraries can work with Wikimedia for mutual benefits.[2] The

[Wikimedia-l] Wikimedia Sverige vs. the Visual Copyright Society in Sweden (BUS)

Today we received some bad news in Sweden. The Swedish Patent and Market
Court ruled against Wikimedia Sverige in a lawsuit filed by Visual
Copyright Society in Sweden <http://bus.se/en> (BUS). The case concerns
images of public art online, more specifically in the case of our website
Offentligkonst.se <http://offentligkonst.se/>, a service created by
Wikimedia Sverige using images from Wikimedia Commons.

The ruling means that Freedom of Panorama is eroded and the public space is
diminished. It is a detrimental loss for our projects. Next we will talk to
our lawyers and WMF legal team to see what our remaining legal options are.
Our lawyers however believe that success is not very likely if we would
decide to move forward.

Intensive efforts to advocate for our elected officials to change the
outdated and problematic clauses in Swedish copyright law will be initiated
during the year.

We have also started a crowdfunding campaign to cover some of the cost of
the legal expenses and fines of about 750,000 SEK stated in the verdict
(around 89,000 USD) and for future national and international lobbying

Hi everybody!

I just wanted to highlight our online contest, the Europeana Fashion 
Challenge.[1] We launched the Challenge during a week when three fashion 
edit-a-thons took place: in Sweden, Israel and Italy and the idea with the 
contest is to increase retention rate amongst the beginners and to attract more 
people to take part online. The edit-a-thons were productive, however, we have 
been having a hard time getting the participants/fashion experts to
 sign up and participate in the contest so far. I am saying so far as 
there still is 16 days left of the contest!

Now I would ask all 
of you smart people for help! First of all to take a close look on the 
pages for the Challenge and see if there is anything we could change to 
make it easier to 
participate? Secondly, to spread the word about the contest so that 
other people take part! Everybody are welcome and there is a really nice book 
bundle sponsored by ten different fashion museums.[2]

 As you might have already heard, the very first Wiki Loves Public Art (WLPA)
 photo contest will take place in May 2013. This is a contest that is inspired
 by the success of the Wiki Loves Monuments, but as the name suggests the focus
 is on public art, either outdoors or in museums (see more
 about how museums can be involved here). The basic structure of the
 contest is set up and we are looking for local Wikimedia chapters to organize 
 the contest in
 their country, or in a region, a city or perhaps just in a few museums as a 
 pilot. Thus far teams are working to organize the contest in Sweden, Austria 
 and
 Barcelona but the more the merrier, so if you think that this could be
 something for your chapter, please let us know as soon as possible!
 
 
 To make participation to the photo
 contest easier, the international organizing team can help you for example 
 with setting up the lists of artworks on
 Wikipedia and to sort through the basic rules of the contest. In addition, in
 case you cannot find your own sponsors, we will be able to provide a prize for
 the winning picture of your local contest (around 100-150 euros, depending on
 the number of countries/regions participating).

Hi Risker!

I have made some clarifications that WMF grants should not be included in the 
text, but I have not moved the actual page. (See here:

 Is that sufficient? If not, do you have any suggestions what name to give the 
page? 

I was also a bit uncertain where to put the list. I was focusing more on the 
role of the list as a place to collect best practices. A bit more of a how-to 
text could be added to it (i.e. what to think about when writing applications 
etc.). However, you might be right that Meta would be even more suitable. In 
any case there should be a link from meta added to Outreach or the opposite. 
Anyone else that has an opinion either way where the page should be located?

 Thank you for creating that list, John.  One suggestion - it should be
 clear from the title of the page that the grants are not Wikimedia
 Foundation grants.
 
 I'm uncertain whether this should be on the Outreach project  or on the
 Meta project.  Since it deals with financial issues that are otherwise
 grouped together on Meta, and it also seems to focus on Chapters which
 generally do their reporting on Meta as well, that might be a better place
 for it.  Keep in mind that the Outreach wiki is not an SUL wiki, and anyone
 who wants to edit there must create a new account and log in separately.
 
 Congratulations to Wikimedia Sweden for their successful work in obtaining
 grants from third parties.  I think we will all look forward to seeing the

 I'm writing to inform you that Wikimedia Serbia has opened an office in 
 Belgrade starting November 1, thanks to the grant by WMF [1]. That means 
 that we have our first employee, which is very exciting for us, but also 
 brings a lot of responsibilities.
 
 So, the office is located in Bulevar Kralja Aleksandra (King Alexander 
 Boulevard) 20, which is in the city center, on the fifth floor, with a 
 view on the National Assembly building, the main post office building, 
 church of Saint Mark and Trg Nikole Pašića, one of the two central 
 squares. Anyone who's been to Belgrade can attest that this is one of 
 the most central and most beautiful parts of the city. :)
 
 The office space is about 95 square meters and we're still in the 
 process of buying furniture and equipment, but our conference room is 
 pretty much set. We'll use the antechamber (which is quite large by 
 itself) to display the 15 finalist photos from the WLM contest 2012 
 (we've just had a ceremony of announcing winners and exhibiting them in 
 a local gallery).
 
 Our employee is Mile Kiš, our General Secretary. He's been a tremendous 
 help for us in the past years and he's been doing more than full time 
 work for us as a volunteer, so I'm especially glad that he's going to be 
 able to help us as an employee, as well as be able to work on his 
 personal professionalization.

Hi Lodewijk,

I like your ideas, especially the one about Wiki Loves Food which I think could 
be a really good mini-contest. However, this year I hope that you will share 
your expertise with WLPA! :-)

You have a really good point about the exams in May and I have been thinking 
hard about your suggestions. 

At least in Sweden June would not work very well as a lot of people take their 
Summer vacation already by then and all the GLAMs that we might cooperate with 
would most likely be running at half speed that month (at least for the second 
half of June). Also I believe that we should not put WLPA too close to WLM as 
some of the organizers might work with both. 

The problem with March is that it is too early for us to be able to organize 
everything in time and also in the Nordic countries March is not a very 
suitable month for outdoor photographing because of the bad weather. 

That leaves April, but when looking at how Europe's weather was this year 
during Spring I am hesitant to put it entirely in April as well, also we would 
loose an entire month of time to organize it by moving it there. 

To give us a bit more time to get everything in place, avoid the worst weather 
and make it possible for students to participate I therefor have three 
suggestion:
1. We could start the contest on the 15th of April and end it on the 15th of 
May; or
2. Extend the contest backward and have it from the 15th of April until the end 
of May, i.e. having it for 1.5 months instead of 1 month; or
3. Extend the contest forward from the 1st of May to the 15th of June, i.e. 
having it for 1.5 months instead of 1 month. 

What do you all think about these suggestions? Which one would you think makes 
most sense?

Hi,
interesting announcement :) I myself have been thinking of organizing a new 
'Wiki Loves' in June 2013 (I don't think May is a good month due to the exams 
everywhere - and students will make up a significant part of the organizers), 
probably first in the Netherlands. I am still doubting between some 20 
different ideas which were shared by several people; ranging from a relaunch of 
the good old 'Wiki Loves Art' (it would be preferable if WLPA could get a name 
that is not as easily confused with WLA) all the way to a Wiki Loves Food 
(photograph food items, dishes etc in your country/region) or Wiki Loves 
Concepts (photograph concepts like 'love', 'community', 'neighborhood', 
'philosophy' etc as explanatory and useful as possible). Wiki Loves Public Art 
is amongst those ideas too (as are non-photo contests), although I should admit 
personally it is not my favorite :) 


So... would it perhaps make sense to do WLPA one or even two months earlier? 
(March/April) That way it would leave three months per year to do a contest 
(but imho running two in a country is already quite a challange!

It's exciting to see this getting off the ground. I want to remind that

WikiProject Public Art was established two years ago as a model for

photographing, researching, and creating articles about Public Artworks. It

was established under the leadership of Richard McCoy, conservator of

objects at the Indianapolis Museum of Art, and Jennifer Mikulay, a public

arts scholar and professor, both of which are Wikipedians in their own

right.  While the Wikipedia Loves Public Art project may be photo-based,

the resources developed within WikiProject Public Art could prove useful -

and I hope that the wikiproject can plan a role.



I admit that the image guide and some of the process can be US-centric, if

only to keep us sane in developing this model to start. But it can be a

good jumping off point.



With Jane's suggestion of article-creation, I wanted to specifically point

out that WikiProject:Public Art has as its core goal the creation of

articles about Public Art, rather than image gathering. So if you're

interested in that being a component of Wikipedia Loves Public Art, there

are step by step guides that could be useful resources.

mural paintings, memorials and place 
specific installments in the public space. If 
you are interested in public art, enjoy organizing events, think that it
 is cool and interesting to work with projects that increase cooperation
 between the Chapters, or would like to work towards GLAM in your 
country, well then this would be something for you! We are looking for 
all kinds of volunteers and especially for national coordinators that 
can help us get things going in the countries and coordinate the 
volunteer efforts! 


As 
we don't want to intrude upon the fantastic Wiki Loves Monument contest we are 
thinking about holding WLPA during the 
month of May in 2013. However, May will hopefully give us enough time to work 
on this and provide good enough weather 
so that the pictures look nice and people think that it is fun to go out
 and find the art works.


We are of course aware of the tricky copyright legislations in 
different countries but thanks to the fact that this is organized 
together with Europeana (www.europeana.eu) we have the 
possibility to use Europeana's team of judicial experts in finding out 
answers on some of the questions. So if you have a question that is not 
answered on Commons:Freedom of Panorama[2] please write up your 
questions on relevant judicial matters on our list and we will forward 
it to Europeana.[3]

Hi Jane,

I am happy that you think that it sounds interesting! 

The idea is to have similar rules and structure as WLM, e.g. that the artworks 
should have a unique ID to be part of the contest. I think that we should not 
limit ourselves more right now until we know 
what type of data we can get our hands on in the different countries.
 I personally feel rather hesitant to create a specific definition for 
the contest that would differ from the official ones, that feel a lot 
like original research to me and also it could make it harder to use
 the data later on, as we then might have to sort out certain categories of 
artworks. That however mean that what exactly are considered public art then 
most likely will differ a bit between different countries, and perhaps between 
different regions. To get in contact with relevant parties that have the needed 
data is therefor a first step and if you are interested in contacting 
people/institutions in your country that would be very helpful! 

Also, I think that events focusing on connecting the pictures to Wikipedia 
would be fantastic and perhaps one could organize them to take place either at 
the same time or during the summer. If you have any cool ideas that you would 
like to work on please let me know!

JohnGreat initiative! Thanks for the tip, and good point about May vs. 
September regarding WLM, but these can easily be linked together, meaning 
Wiki(p/m)edians can take pictures of statues and other public art whilst 
working from a list of monument numbers...

To be clear, are you going to keep your Public art idea like WLM's, in the 
sense that only photos with a unique id taken during the competition month 
will be eligible for a prize?  WLM is basically just a Wikimedia Commons 
project, and the fruits of that project can be used by Wikipedia, but there is 
no Wikipedia part of the competition as it is today.

Right off the top of my head I can think of lots of other ways to track public 
art, such as historical artworks commissioned by a governing body that once 
were on Square X and were replaced by artwork Y for reason Z, etc. This kind of 
tracking would require various references and would need to be integrated 
somehow with Wikipedia, I think, as pictures alone don't tell the whole story, 
the way pictures of physical monuments taken for WLM do.

In other words, what is your precise, identifiable and verifiable definition of 
public art, rather than sculptures, mosaics, mural paintings, memorials and 
place specific installments in the public space?

 Afripedia is a project to support the digital development of Africa.

 the production of content about Africa and made by African contributors.
 The project entails projected workshops to help use the encyclopedia and
 produce content on the Wikimedia projects.

 1/ software development to produce offline versions of Wikipedia (and
