I was under the impression that the community would be both able to read
the annual plan and give feedback on it, before it would be approved by the
Board. I have not been able to find anywhere the actual plan (ie, planned
budgets, projects, etc) for the coming year. Is the intention for the plan
to remain confidential yet again this year? If so, what was the purpose of
starting a process for gaining feedback, if it was never going to include
any actual review? And why did the WMF specifically say that the review
would eventually include the actual details? Was there a change of plans
halfway through the process?
I am confused.
