Yes, and I feel TA's should be allowed to mark translations as "published". Not 
just ready. I will check with the phabricator task during late night.

Thanks Aafi!
I was not sure how limited this right was, so thanks for confirming this.
This means that only CN admins (52 accounts now have this right, but there
are a lot of double names in this list
) and
Stewards (27 people at the moment) can do this. One of the suggested
improvements in the exchange on Phabricator now is to indeed add the right
to publish the translations of CN banners to the rights of translation
admins.

(Mind you: there was also a very persistent bug
 that was solved around
June/July this year, that indeed prevented users to mark the translations
as patrolled. That bug is solved now, and this feature request actually
evolved out of that specific bug report.)

I am a translation admin and unfortunately this doesn't work well with me.
I have add incidents when I couldn't mark the translations live.
