Hi Folks,
I'm writing to share an update with you on certain developments of relevance to 
the Wikimedia movement in India. 

Announcement of Wikimedia India Program Trust
For some time, efforts have gone into creating an organization that would 
provide an appropriate structure to support Wikimedia program activities in 
India.  Aspects such as the current regulatory framework (regarding funding, 
taxation, etc.) as well as the legal protection for the India team have been 
considered to determine this structure. In this context, a host of options 
(e.g. subsidiary, branch, Section 25) were evaluated and a determination was 
made towards an independent non-profit public trust. Legal advice has been 
taken at every stage in this decision. 

A new entity, the “Wikimedia India Program Trust”, has now been formed and 
registered (in Delhi.) This will be the organization that will eventually drive 
India programs and house the team in India.

Why an Independent Public Trust?
The Trust will provide an effective vehicle within India to marshal resources 
to support programs and partner with local institutions. The objective of the 
Trust is to promote the objectives of the Wikimedia movement and work closely 
with the Wikimedia community on various projects with an India focus. It is 
important to understand that the Trust will not have any editorial control over 
content on any of the Wikimedia projects. The Trust is a not for profit 
organization.

Introduction of Trustees
Trustees have been identified based upon their support for Wikimedia movement's 
principles and plans in addition to having reputations for good governance and 
management.

Sunil Abraham and Rahul Matthan have been requested to be the initial Trustees. 
 Both are friends of Wikipedia and have extensive experience.

Sunil is Executive Director of the Centre for Internet & Society (CIS), is a 
long term advocate of free software and IP reform and has been supporting the 
Wikimedia community and movement for some time now.

Rahul is a partner and heads the technology practice at Trilegal. He brings 
deep expertise and relationships that will be valuable for the Trust.

These initial Trustees will serve for a term of three years at the maximum.  
All additional or subsequent Trustees will serve on rotation in accordance with 
a trustee selection plan that will be prepared.

Trustees will not be compensated for their services.

Governance, Funding, Financial Standards & Communications of the Trust
The Trust will be governed by Trustees who will provide oversight and guidance 
regarding the operations and governance of the Trust.

Since the Trust is an independent organization, it will require funding for its 
operations which is in compliance with the legal and regulatory framework in 
India. It will seek funding from private donors within India as well as 
external sources.

The Trust has the support of the Wikimedia Foundation which is a United States 
based non-profit foundation. However, in India all non-profit organizations 
need to be in existence for 3 years before they can receive funding from 
sources outside India. In the interim, they can apply for prior-permission 
under the FCRA regulations to help expedite the process. As a result, the Trust 
will shortly be applying for approval to receive funds from the Wikimedia 
Foundation in the future.

As a Trust, we are required to have an independent external auditor. We have 
appointed KPMG. KPMG is experienced in auditing non-profit companies and are 
also auditors for the Wikimedia Foundation.

Annually, the Trust will publicly disclose it's independently audited financial 
statements.

The Trust will publish a monthly newsletter outlining its current activities 
and future plans. This will commence in December 2011.

Operations of the Trust
The trust deed under which the Trust must operate clearly states that the 
purpose of the Trust is to independently promote the growth of volunteer 
activities within India in support of effective and unrestricted dissemination 
of free knowledge to the public.

I will serve as the Executive Director of the Trust. Once it is possible, 
additional employees will be brought on to the Trust

The Trust will eventually have an office in Delhi.

In the interim, I have personally secured temporary office space to facilitate 
establishing the Trust and its mission. It is located at Top Floor, G-15, Hauz 
Khas, New Delhi - 110 016. It's a couple of minutes walk away from IIT Flyover 
and Hauz Khas Metro. Do drop in! It's a small but cozy place and we'd love to 
have you over!

Conclusion
We continue to make progress in setting up program activities to support the 
growth of Wikimedia in India. We have a long way to go, but are glad that we 
are starting to build a solid foundation.

Hi Ravi,
I really appreciate your views on the new initiative.  I
thought I may also share on how I view the whole process,... these comments
are my personal views and not necessarily as an Executive Committee Member
of the Wikimedia India chapter.

You had already seen that Wikimania/ Wikimedia Foundation started
"Wikipedian of the Year" this year.

Having said that, this is an humble effort to recognize at least a few of
our really outstanding contributors of the Wikimedia Movement in India.

When we thought about this initiative , we wanted to make sure the process
is very OPEN and TRANSPARENT, although we were fully aware of the very
short time we have in hand before the Wiki-conference. We wanted it to be
selected by a Jury that is highly respected and qualified. We wanted to it
be announced to all in advance so that everybody gets a fair chance. We are
fully aware that there are some good candidates on the chapter EC, jury and
foundation staff. But again, wouldn't it be more transparent and ethical if
we could free the jury on any kind of conflict of interest ?

The result of this doesn't mean that anyone who didn't get the annual
"Noteworthy Wikimedian Recognition" is any less good.
Who knows there are more than one Noteworthy Wikimedians to be recognized ?
Make the selection difficult for the jury !  May be Jury will be forced to
recognize at least a handful of Wikipedians !  :)

There are many reasons of attempting this :
How many of you know all the remarkable contributors in other languages ?
Do you know all the outstanding contributors in your own language Wikipedia
since its creation?

I may know some, you may know some.. Let everybody know them !

Nominate others, recognize their efforts, if you know that they have made
some outstanding contributions to the Movement !

Since this is the first time, the contributions are considered from
2001-2010, because we didn't want of ignore all those who have contributed
from the start of the project. Next year , probably it might be a fixed
time frame like Jan - Dec 2011.

Thank you for listing some of the great contributors of Tamil Wikipedia.
Honestly, I didn't know most of them. And possibly many on the list too ..
That is exactly the intention of this effort. This is just such an effort
to find the real gems of the Wikipedia and recognize them !

Please note that *this is NOT a competition* and the best you can do is  to
nominate all of them.

Being a sysop. b'crat or steward is NOT an achievement or consideration for
noteworthy Wikipedian. The contributions as an individual Wikipedian is
important. It is not even edit counts or even number of articles. Not
everyone is a great article writer, but have contributed in 1001 ways,
 copy editing, vandal fighting, removing copy vio, uploading
images, organizing events , meet-ups and academies, evangelizing Wikimedia
to others, the ways to contribute are countless.

And should we not recognize anyone because we are not sure they are the
only best ? No.
So should we just ignore the contributions of everyone ? No.
Even Nobel Prize is based on nominations . We don't even know if we have
missed lots of deserving people for the Nobel nominations. But still, are
we not giving Nobel Prizes every year?

We may not be able to find all those who have made great contributions,
but at-least we could find some and recognize them. Trust me, it will be a
great motivation and encouraging for them. And an inspiration for lot
others !

Do notice that we had intentionally named it as "Noteworthy Wikimedian" and
not "Best Wikimedian" !

So what could you and everyone do ? Find them, nominate and recognize them.

Just a gentle reminder that the last date of nomination is Nov 13.

Thanks a lot Shiju for the detailed report. It is good to see the growth of
Bhojpuri/Bihari language, I have not gone through the quality of articles.
But with a smaller community this kind of growth is impressive.

I am not very excited with this idea of a jury for picking noteworthy
Wikimedians.

1. Many noteworthy Wikimedians are serving in Jury, conference
activities, chapter and WMF. Omitting them from the recognition will
not give a real picture to the public.

2. Having a jury to pick this seems so Un-Wikipediac. Only in extreme
cases, we have a jury in Wikimedia projects. Usually, the nomination
and approval is done by the community itself.

3.There are tens of noteworthy Wikimedians for each Wikipedia. An
example for Tamil Wikipedia alone at

valuable and unique. Not good to have a competition sort of thing and

MUMBAI — Wikipedia on Wednesday said it was banking on growth in the mobile
phone sector and increased Internet access to boost content in Indian
languages ranging from Hindi to Telugu.
The online encyclopaedia currently has versions in more than 20 languages
spoken in India, but the number of pages compared with English, and
considering the size of India's 1.2 billion population, is small.

"Today, we have 50-100 million Internet users and 700-800 million mobile
users (in India)," *Hisham Mundol*, India programmes consultant for the
non-profit Wikimedia Foundation, told a news conference in Mumbai.

"There's going to be a lot more people who will be more comfortable in
their mother tongues than English, so it (developing language pages) is
hugely important."

The founder of the user-generated website, *Jimmy Wales*, predicted last
year there could be at least 100,000 new articles in the top 10 Indian
languages by 2015.

Mundol said applications were required to boost access to the site via
smartphones as well as older handsets without broadband wireless access.

The Internet and Mobile Association of India on Tuesday said that there
were 112 million Internet users by September and the country was adding
five to seven million new users every month.
The industry body predicted that the number of users could leap to about
600 million in the next five years -- if government plans to widen Internet
infrastructure come to fruition.
India had 866 million mobile phone subscribers as of August 31 this year,
according to the latest government data.

The Wikimedia Foundation's India operation is the organisation's first
office outside the United States and was created to tap into the country's
open Internet culture.
A three-day national conference for existing and potential contributors is
being held in Mumbai from November 18.

Secretary Election

Naveen Francis is elected as Secretary, following the resignation of Gautam
John.
 Outreach and Wiki Acadamies

14 people participated in Wiki Academy organised as part of Tathva at NIT
Calicut on Sep 24, 2011. The attendance was less than expected, as there
were several parallel sessions happening at the same time. Arjuna Rao
Chavala welcomed the participants and provided a overview of Wikipedia and
Wikimedia Chapter. Netha and Viswam covered wikipedia literacy and
essentials. Manoj and Abhishek helped the participants during hands on
session. Pranav Ashok, 3rd year CS student at NIT-Calicut ably took care of
the logistics and organisation of the event. Full

There have been several enquiries for conducting similar events from
different parts of the country following active promotion Wikipedia
Academies through various social media. Chapter is following up with the
proposers to firm up the schedules. Readers are requested to volunteer in
identifying additional co-hosts for Wiki Academies and help in conducting
the same.

First IRC Session

Chapter organised the first IRC session with community on Oct 29. The
discussion focused on organising Wiki Academies across India in the coming

City and Language SIG

Chapter would like to have strong City and Language SIG. Currently very few
members have identified themselves with a city/ language SIG by
participating in the voting process for Chairpersons. All the active people
on City and Language SIG are requested to conduct few events and take up
membership drive to strengthen the groups.

I checked below link on wiki-meta page

statistics shown in this link looks to be much old.

The latest statistics is available at 
http://meta.wikimedia.org/wiki/List_of_Wikipedias. 

Just for e.g. 1st link shows 37,03,613 articles in English where the real time 
data shows number as 37,90,952. This is applicable for all languages.

Can someone place the right link so that we will get the real time data on 
meta-wiki page.
