*Georgina Burnett*  works in the software
development department at Wikimedia Deutschland, the German chapter of the
Wikimedia movement.

Together with some colleagues, she is looking to talk to user groups about
Wikibase.  She explains: "Wikibase is an open-source and free software that
we develop and maintain in our software development department. It was
originally developed to run Wikidata, but increasingly, it is being used by
institutions to manage, maintain and connect their own data. We'd love to
see Wikibase be used around the world, so we're keen to connect with local
Wikimedians in India to talk about the project."

She asked our Wikipedians of Goa User Group if they could deliver an
introductory presentation at one of our meetings or events, adding: "We'd
love to explore the project in more detail together with you, and answer
any questions you have."

Indeed a serious issue.
Lots of politicization of India-related content on the Wikipedia, esp
English, which I'm familiar with.
Activists, environmental campaigners and Opposition figures seem to be
specially targeted.
Some of them have pages which read like "controversies about" pages.
All are technically superbly crafted, and those who are doing this know
what they are doing.
Shijith has done a good job with his data story, which makes the debate
less subjective. FN

[Wikimediaindia-l] Wikipedia Weekends... some suggestions

Sunday's (April 25, 2020) Wikipedia Weekends* session organized by the
Wikimedians of Goa User Group (WGUG) was a good one, with fair

This is odd, as it's very unusual for WIkipedia to go down for such a long
time. Or for only one site not to work and the others go through smoothly.

Change your DNS in your router. Use 1.1.1.1

Some 3-4 others on Twitter were also saying they could not access Wikipedia
at the same time.

*Tanaji Halarnkar* (? – October 19, 2020) was a Konkani
 scholar, columnist and former
editor of the *Konkani Encyclopedia* (Konknni Vishwakosh
).
Halarnkar played a prominent role in the pro-Konkani
 language agitation in the Goa of
the 1980s, and also in the wider movement for the promotion of the Konkani
language in Goa and other parts of western coastal India

Following his death in October 2020, the *Times of India* credited him with
having spent "12 years of his life in [the] preparation of the Konkani
encyclopedia".[1]
 The Konkani
Encyclopedia

was
later donated to the public domain under a Creative Commons license by the Goa
University .[2]
 It
was published in four volumes, and is now available online too.

The *Times of India* commented:

If he had to dedicate the same amount of time to his own writings,
Halarnkar would have had several awards of the like of [the] Sahitya
Akademi to boast of. However, he felt it was more important for the future
of Konkani to create scientific, legal and technical terminology.[1]



Halarnkar also helped develop scientific and technical terminology in the
Konkani language, a task undertaken by the Union Ministry of Human Resource
Development's Administrative Terminology Commission.[1]
 This was
seen as particularly important after Konkani in the Devanagari script was
granted official-language status in Goa and speedily needed to cope with
the challenging demands of being used in the administration.
Konkani *Vishwakosh* (Encyclopedia)[edit source

Wikimedia notes that the *Konkani Vishwakosh* is a four-volume hard copy
encyclopedia—totalling in all 3632 pages—that has been published by the Goa
University .[2]
 The
work took some 14 years to complete.[2]
 It
encompasses the world's information in a nutshell with special emphasis and
detailed information on Goa, Konkani, Goan culture, folklore, history,
geography etc. The encyclopedia is written in Konkani
[2]
.
The *Vishwakosh* has served "as a primary source of information and one of
the most important documented texts for a community of nearly 2.5 million
Konkani speakers spread across India and worldwide".[2]
 It
has also been used as the base for many articles in the Konkani Wikipedia
.[3]


The Konkani *Vishwakosh* was initiated by the poet-laureate and former Goa
University  professor ManoharRai
SarDessai
.
Following his passing, the initiative was lead by Tanaji Halarnkar. Goa
University staff Ranjan Naik, Kalpana Naik, Kanchan Mordekar, Surekha Naik,
Mukesh Thali and Shailendra Mehta also contributed to the compilation
process of this encyclopedia.[3]

Hi Sudhanwa,

This is a complex case, with legal (and perhaps technological)
implications, so I'm not surprised by the lack of response.

Law and technology seem to be moving in different directions here.

(1) I am familiar with the journalistic/legal argument that the repetition
of a defamatory statement is, in itself, defamation too.

(2) On the other hand, the Wikipedia believes that all the edit histories
should be retained, for convincing and sound reasons.

But what happens if some defamatory statement gets 'embedded' in those
histories?

This is why I see a kind of conflict between law and the way technology
(Wikis, in this case) seem to be evolving

In some cases at least, the Wikipedia should challenge the rulings of the
courts. (This one seemed to offer little time to do this.) I'm sure a
number of pro bono lawyers will support such an important cause. FN
