are working on preparations for Train The Trainer

(TTT) 2024. We are pleased to introduce our co-host community for this
year's event: the Odia Wikimedians User Group
. We are
grateful to them for coming forward to collaborate with CIS-A2K to organize
TTT-2024 in Odisha.

TTT aims to bring Wikimedians together, facilitating collaborative learning
to foster leadership within Indic language Wikimedia communities. We will
make our best efforts to ensure this edition of Train the Trainer is more
impactful and beneficial for everyone involved.

[WikimediaIndia-l] CIS-A2K Scholarships for Indic Wikimedians

I hope this email finds you well.

I am pleased to announce that CIS-A2K is extending scholarships to four
Indian Wikimedians. These scholarships aim to provide an opportunity for
these individuals to represent their community and projects on the global
Wikimedia stage, connect with various Wikimedia communities and bring back
ideas and good energy to their home communities.

The selected candidates have been chosen based on criteria and in
consultation with Wikimania Organising Committee 2024 such as their online
contributions and diversity, including both community and gender
representation.

Here are the names of the scholarship recipients:

   - Nettime Sujata (Bangla Wikisource)
   - Komal Sambhudas (Marathi Wikisource)
   - Ramjit Tudu (Santali Wikipedia)
   - Nayan JNath (Assamese Wikipedia)

The major objective behind offering these scholarships is to provide an
avenue for Indian Wikimedians who have been actively contributing to the
community but have not yet had the opportunity to connect with the global
Wikimedia community. We believe that facilitating their participation in
global events can further enrich the diversity and collaboration within the
Wikimedia movement.

We extend our heartfelt congratulations to the scholarship recipients and

I'm reaching out to highlight an important document called Global Majority
Wikimedia Technology Priorities

This aims to highlight the needs of the Global Majority within the
Wikimedia movement, which includes Indic Wikimedia Projects and communities.

This document is the outcome of collaborative efforts involving nine
Wikimedia organizations and the active participation of fourteen
contributors. It was constructed through a comprehensive research process
encompassing assessment, interviews, proposals, and internalization. Wiki
Movimento Brasil led this process, in partnership with CIS-A2K.

The ten priorities laid out were around two high-priority main concepts:
the promotion of epistemic diversity, prioritizing representation and
inclusion of the Global Majority communities and knowledge in
decision-making spaces and protocols, and the decentering of tech
development, prioritizing Global Majority communities’ needs and fostering
a federated network of stakeholders to develop in the Wikimedia projects
and tools.

Your contributions, input and involvement are crucial for these priorities.

As a Telugu Wikimedian, I'm delighted to see our user group get recognition
as an affiliate. We submitted our application to AffCom in August 2022, and
since then, the Telugu Wikimedia Community has made remarkable leaps in
defining its strategic direction. On this occasion, I'd like to share some
insights into our work in this area.

Our community, the Telugu Wikimedia Community, organized a community-wide
conference. This event, enriched by studies, discussions, and
consultations, focused on assessing the quality and status of our projects,
as well as identifying the opportunities and challenges that lay ahead.
These efforts resulted in a strategic document that now guides the Telugu
Wikimedia Community's initiatives. The user group has enthusiastically
begun to undertake activities and projects aligned with this strategic
direction.

Dear all,

In November 2022, we announced that the Wikimedia Foundation Board of
Trustees (Board) would be embarking on creating a Wikimedia Foundation
Affiliates Strategy in collaboration with the Affiliations Committee, the
affiliates, and the broader communities [1]. The intention was to develop a
strategy that will help guide the Foundation’s immediate work in supporting
affiliates for the next few years, with a primary focus on the recognition
process, as a direct responsibility of the Board. We are now publishing the
report summary [2] and the report itself [3]. This report is presented in
the same format it was presented to the Wikimedia Foundation Board of
Trustees in Singapore, with identifiable information removed to respect
respondents’ privacy, and the context added at the beginning, to make it a
stand alone document.

We would like to thank all those who attended the meetings, and calls,
filled in the survey, additionally shared materials and ideas – and also to
staff for helping us to shape the process

Please take some time to review the summary and the report. You will see
that the conversations covered several topics and captured feedback outside
of the affiliate recognition process as well. We have shared this feedback
with the Board and with leadership at the Wikimedia Foundation, so that
more can be learnt  to address feedback on these topics as well.

== Wikimedia Foundation Affiliates Strategy: Summary ==

The Wikimedia Foundation (WMF) Board of Trustees believes that Wikimedia
affiliates are a key and integral part of the Wikimedia movement, and
affiliates’ success is vital for the Wikimedia movement’s success. To that
end, it is crucial to develop a clear vision regarding affiliates, making
it possible to assess whether the investment in, collaboration with, and
policy towards affiliates is promoting the right goals.

The Foundation’s Board decided to begin the process with creating a
strategy that will help guide the Foundation’s immediate work in supporting
affiliates for the next few years, with a primary focus on how affiliates
are recognised, as a direct responsibility of the Board.

In November 2022, the Wikimedia Foundation Board of Trustees announced they
would be embarking on building this Wikimedia Foundation Affiliate Strategy

in collaboration with the Affiliations Committee, the affiliates, and the
broader communities.

Over several months, the Wikimedia Foundation Board engaged with an outside
consultant to drive a review process of what work the Foundation was doing
to support affiliates. The end goal was to have several recommended actions.

=== The process ===

The first phase of the process was largely internal to the Board and the
Affiliations Committee. This phase involved interviewing current
Affiliations Committee (AffCom) members, its advisors, staff support
(former and current), staff from different teams and departments of the
Wikimedia Foundation who work closely with affiliates (like Legal,
Community Resources, and Advancement). The interviews were conducted by Jon
Huggett, a consultant on governance related topics. Jon previously worked
on the Movement roles project (2010–2011) and has completed other
governance-related analysis for the Board of Trustees. The result of the
first phase was summarised in a report presented to the Wikimedia
Foundation Board Liaisons to AffCom. This report was then discussed with
AffCom. This initial report was used to scope out the next phase of work.

The second phase involved collecting data from affiliates. This process
included calls with affiliates and a survey open to everyone (a public
invitation went out on the Wikimedia-L mailing list). The information
collected was compiled into a report with immediate recommendations. This
report was first presented and discussed with the AffCom, Community Affairs
Committee (CAC), and t

to provide input. Per its Charter [2] the AffCom will appoint new members,
taking into account also the community feedback. The new members will be
announced in late December 2023, after individuals have been notified.

excited to announce the launch of the Peer Learning Program – Let’s Connect

and for building capacities through knowledge sharing amongst community
members (peers) in a way that promotes collaboration and
people-centeredness.

Let's Connect is bringing you monthly learning clinics and one-on-one
matches around various subjects in the Wikimedia movement. This program is
carefully created with the involvement of community members scattered all
over the various regions in the Wikimedia Movement. The programs can be
based on both regional and cross-regional connections.

Hello Tito,

Thanks for the response.

My issue is not mainly about agreement or disagreement, not at all about
head count. I am concerned about vast majority of community members getting
atleast informed about these kind of threads due to the very nature of
mailing lists. (I am not entirely against mailing lists, but only when it
becomes mandatory for Community members)

This is not a Wiki and there are barriers for participation here on various
levels. Language, privacy, and knowing that there is a list are a few.

This platform allowed us to have this proposal, discussion and summary
happening on very platform where many users who gets affected by changes
are not even present. That is the concern I wanted to stress while I am
writing that "This thread or any such future thread in no way represents
Indian Wikimedia communities." May be wrong choice of words.

I also just wanted to clarify and rest the case here. See you!

I strongly oppose this Idea, once again. Some more reasons are listed below:

   - This thread or any such future thread in no way represents Indian
   Wikimedia communities. For example, there are tens of Wikipedians who don't
   know that Tito proposed an idea to "Major Indian grant requests should
   come to India mailing list" & also trying to make it "mandatory". This list
   excludes several Indian Wikimedians who never voiced in this list.
   Essentially, this would increase barriers for community members instead of
   reducing it.
   - It would be an interesting idea for Tito individually or CIS-A2K
  institutionally to conduct a small study to map platforms that Indian
  language wikimedians discuss & understand how much they are
missing/present
  in this "so called Indian mailing list". I believe several
Wikimedians who
  are doing a lot of work on wikis are not here.
   - Instead of mandating grantees to publish their grant here and hoping that
   the members of the thread would follow some of the "best practices" which
   are very hard to impose, It would be better to see someone (not grantee,
   ofcourse) post links of relevant grants and encourage interested members of
   this list to comment on talk page itself.
   - You mentioned "excessive canvassing, votestacking, back-scratching,
   meatpuppetry" but not harassment, mockery, attacking grantees, etc., But, a
   range of policy violations do happen in mailing lists, and people easily
   got away with it. I don't see value in mandating people to have a discourse
   on Non-wiki platforms and then try to impose policies which are very
   difficult. This difficulty can not be mitigated after a level because this
   is not our platform (off-wiki platform). I see this as a futile exercise.
  - Food for thought: If we start asking people to post in mailing
  list, why not fb groups and whatsapp groups? Where should we
start when we
  mandate using an off-wiki platform as an official channel for
users? Is it
  just because some of us who are elite enough believe this as a decent
  platform?

I just mentioned some of my objections in this mail and not articulate
enough. But, please consider this idea is not acceptable for me and may be
for many of the Wikimedians who are not still in this list. Until there is
some sort of wider-discussion, consensus backed by strong study,  This list
is and should be just another useful discussion forum, nothing more and
nothing less.

Hello Friends and Colleagues,

Thank you to everyone who supported my candidature in the board elections
and also thanks to everyone who voted in this election. WMF Board elections

Except for an unfavourable result, It has been a really great journey for

forced myself to think of some very important questions about governance,
community development and other aspects of our movement. This is really
good learning for me.

I felt happy to have a good number of Indian Wikimedians who are also
experienced in movement and projects to contest in this election. Although
none of us could make it, I believe these efforts by candidates would
ignite some necessary awareness and discussion about movement governance in
the Indian Wikimedia movement.

Greetings. I hope everything is well with you.

Elections to fill 4 community seats in Wikimedia Foundation's board of
Trustees is going to happen during 4-17 of August 2021. I am happy to

In my Wikimedia experience, I am involved in improving content, working
towards community growth, planning and executing projects, and movement
governance. I have played several roles and contributed to several
activities within Indian Wikimedia movement. Contributing to Telugu
Wikipedia as one of the admins and active user, Working as Community
Advocate for CIS-A2K (Until August 2019), Taking part in Movement strategy
process as member of Community Health working group, Co-organising
conferences, Planning and rolling out projects are some of them. I am
currently working as Community Manager at Quora

involves building and managing Quora’s Telugu community across the world as
my day job. My activities, associations, & contributions in movement
allowed me to interact and collaborate with many of you earlier.

My work in community building, governance, and partnerships in a country
like India with diverse opportunities entangled with complex issues helped
me to have a unique experience and insights that will be helpful for me in
my work as a Board member. Working with several Wikimedia Community members
from India, helped me to understand South Asian communities, along with the
larger global south, lacking in terms of resources, support and awareness
which is hindering global diversity and growth.

As our communities have great opportunities to work with, this is infact
resulting in a great opportunity cost. The Wikimedia movement has a great
potential to make a lasting impact on even more people where current
government and societal structures are neglecting and keeping them away
from the availability of knowledge. Current issues like less diversity,
centralized power, harassment and lack of adoption to rapidly growing
technological aspects are hindering the Wikimedia movement's progress in
this direction.

We, as a movement, can change this by empowering stakeholders (like
Affiliates, Wikimedians, etc.,), investing in leadership and skill
development, making boards more accessible to community members and other such

Hello Tito,

Many of us are already doing this but before making it a more formal
process/ part of a best practice some issues need our attention. This
brings the question of active adminship of the Wikimediaindia-l mailing
list. Many times, mails to Wikimediaindia-l mailing list did not appear in
the list even after several days. Sometimes mails got published (do not
know technicality, so excuse me for using these terms) even after several
days of the deadline/event/activity. I do not know the reasons or issues in
maintaining the list, but thought it would be helpful to bring this up now.

To sum up: If we aim to get state-level, project-level, and other kinds of
grants posted here, we need to help several communities and many community
members understand the necessity, but in the first place, we need to fix
issues in maintaining this space before asking them to come here and post.
I believe we can do it together and would like to see comments from other
community members too.

[Wikimediaindia-l] WikiProject Covid-19 in Indic languages

Dear Friends,

I would like to start the mail with a word of love. I hope everyone of us
are doing well during this difficult times. I believe that we will get
through this situation and collectively world will outlive this pandemic.
What we are contributing to this world become enormously important during
this difficult times than any time ever before. Several volunteers around
the world contributing to create, improve, and update content about the
Covid-19 and pandemic which in many ways is service to the world.

During 3rd week of March, I created and worked on a WikiProject to
co-ordinate efforts (prioritize, list-out articles and resources, organize
workflow, etc.,) to create, improve and update content about Covid-19 in
Telugu Wikipedia. After that, on March 22, I started doing the same for
Indian languages by creating page for WikiProject Covid-19 in Indic
languages in meta. Unfortunately, due to a personal loss, I couldn't do
much about it for few weeks. Later I started coordinating people and
improving the Project page which finally took a shape:

*What is Wikiproject Covid-19 in Indic languages? Why is this required?*

*Wikiproject Covid-19 in Indian languages* is a meta-wiki project dedicated
to co-ordinate efforts to coverage about topics related in Indian language
Wikipedias. Although there are several efforts going on in various Indian
languages, there needs a central co-ordination project to ensure more
collaboration and better outcomes.

Some of the things that we can do together:

   - Co-ordinating efforts to create, share, and localise materials and
   media needed to improve the articles.
   - Collaborating with other projects like Wikidata taskforce (ex: finding
   ways to integrate Wikidata and Wikipedia, so that no one needs to update
   figures in every Wikipedia separately), Wikigraphists from India (ex: can
   take help to localize several graphs, pictures, etc.,), and other projects.
   - Bringing several ideas and best practices across the world together
   and making use of it.
   - Ex: From my personal experience, Very long articles in English
  Wikipedia makes translators life difficult. There is a good effort popped
  up in English Wikipedia by Netha Hussain to create short form of
important
  articles which helps translation of those articles into our languages. We
  can co-ordinate with them, get help from Indian English Wikipedians to
  create several short form articles and medium-long from articles to make
  translation easy.
   - Encouraging various language communities to run quality assessment of
   the articles and also equip them useful criteria to do so. As these
   articles have high visibility and usability, we can ensure quality by doing
   so.
   - Conduct webinars and IRCs to learn from each other (like a session
   from Wikidata experts to help others learn integration of Wikidata and
   Wikipedia in this regard), celebrate some achievements, and to share our
   camaraderie during these tough times.

These are some of the efforts we can take up if we collaborate and
coordinate, there can be many such things I couldn't imagine right now. I

3. How will the transparency of spending be maintained?

   -

   As transparency is one of the core values of the Wikimedia movement,
   especially when it comes to finances it is the key. In this regard, all
   bills worth valuing more than ₹30,000.00 will be publicly published (unless
   there is any confidential information) and linked to the final report on
   expenditure. In addition, with the help of the Centre for Internet &
   Society, the fiscal sponsor for the project, after all the transactions are
   over with respective bills/receipts received, an audit will be conducted by
   a registered auditor, who will certify the accounts. This report will be
   publicly published.

I am writing this email to invite you all to participate in the Community
Engagement Survey for WikiConference India 2020. The Community Engagement
Survey is one of the key requirements for drafting the Conference & Event
Grant application for the Wikimedia Foundation.

The survey will have questions regarding a few demographic details, your
experience with Wikimedia, challenges and needs, and your expectations for
WCI 2020. The responses will help us to form an initial idea of what is
expected out of WCI 2020, and draft the grant application accordingly.
Please note that this will not directly influence the specificities of the
program, there will be a detailed survey to assess the program needs after
funding.

[Wikimediaindia-l] [WikiConference India 2020] Closure of initial conversations and next steps

Hello everyone,

It is well known for many of us that the initial conversations for
WikiConference India 2020[1] started on 2 October 2019. It has been around
40 days (~7 weeks) since then. The support received from both individual
Wikimedians and language communities has been incredible, and we are very
much delighted to witness this. During this period, 91 Wikimedians[2]
endorsed the proposal and 14 language communities[3] have held separate
discussions about this on their local village pumps, and officially
endorsed the proposal as a community.

As there was an almost consensus, we held an IRC on 20 October 2019 to
clarify questions and address concerns community members may have. It was
attended by 28 people at peak point, and several queries have been
clarified[4]. Post IRC, we took time to address all the outstanding
comments by various Wikimedians on the talk page — all of which are now
resolved[5]. Finally, acknowledging the response from the larger Indian
Wikimedia community, Wikimedians from Andhra Pradesh and Telangana passed a
resolution on Telugu Wikipedia to formally take responsibility of the
conference and go forward with the next steps[6]. The same has been
communicated on the Meta-Wiki proposal page here[7].

We are considering this as the closure of initial conversations and would
like to proceed with the next steps involved. We thank everyone who
participated in the discussions related to this proposal, and all of them
have been helpful to expand our knowledge in organising a better conference.

The next major step is the Conference Grant proposal to WMF. There are
several other smaller steps involved before going submitting proposal, such
as the Community Engagement Survey. We will get back to you with the survey
soon, and this will be crucial to develop the grant application or more
importantly shape the program of WCI 2020 — we look forward to all of your
active participation in this regard.

Also before finally submitting the proposal to WMF, we will notify the
community after drafting the proposal and keep it for review (including the
budget) for at least 2 weeks, which will most probably be around mid-Jan
2020.

Apart from the major announcements, we would like to shift our
communication to people interested in WCI 2020 only — we mean that this
mailing list might not be the right place to post regular updates. In this
regard, community members who wish to receive regular updates regarding WCI
2020 please subscribe yourself to one of the following WCI exclusive
communication channels. Few of these still talk WCI 2016, they will soon be
updated to reflect the latest changes.

Hello Asaf,

Nice to hear from you. Thanks for making things clear. Kudos to your point
on balancing between quality of content and welcoming new Wikipedians. I
don't think that they are contradicting tasks. In long run, developing an
environment where experienced editors will step in and help newbies
understand how to contribute quality content that sticks to the core
content policies is, ideally, something that we need to work on. Hope we
will find another platform/thread to discuss such steps.

Hello everyone,

We have a few updates regarding the WikiConference India 2020 proposal for
Hyderabad. Firstly, we are happy to share the news that there has been a
very good positive response from individual Wikimedians
<https://meta.wikimedia.org/wiki/WikiConference_India_2020:_Initial_conversations#Individual_Wikimedians>[1].
Also there have community-wide discussions on local Village Pumps on
various languages. Several of these discussions have reached consensus
<https://meta.wikimedia.org/wiki/WikiConference_India_2020:_Initial_conversations#Community_endorsements>[2],
and are supporting this idea.

We will be engaging with more communities this week, and clear any
concerns/doubts people may have during this week. Also to wrap up these
discussions and conclude, we would like to call for IRC.

[Wikimediaindia-l] WikiConference India 2020: Initial conversations

Hope all of you are doing well. I am writing this email to start an initial
conversation to host WikiConference India 2020 in Hyderabad.

Many of us know that we had two national conferences in India till date -
the first one in 2011 in Mumbai, and the second one in 2016 in Chandigarh.
Both the conferences had been effective in bringing the diverse and massive
Indian community together for a collective effort. The cross-community
connections made during these conferences led many future collaborations
across the country.

I was one of the participants in 2016, and as I clearly remember, during
the closing note, it was stressed upon that WCI should ideally happy
annually, at least bi-annually, and we shouldn’t be waiting years all
together for the next conference. But it has been more than three years
since the last conference, and we are yet to have one. With this as a
background, we have been discussing this for quite some time, and we
decided recently to take the baton forward and host the WCI in Hyderabad in
2020. We are willing to invest the required time and energy to make this
happen. Also we have had an initial conversation about this on Telugu

In 2018, the Community Resources team at the Wikimedia Foundation
published Global
Event Strategy

which stressed on more and regular regional conferences. Such conferences
are being organized in other parts of the world such as WikiIndaba, CEE
Meeting, North America, Iberocoop, Francophone convention, Wikiarabia,
ESEAP etc. Even next year’s Wikimania is being organized by a group of
affiliates and that journey started with them organizing ESEAP conference
in 2018.

This conference can and will bring our energies, ideas, learnings, and
hopes together. It will help us in our journey towards better
collaborations, diverse efforts and reinforce our identity as the Indian
Wikimedia community. This conference will enable us to have better
knowledge about current capacities, the gaps and also to build leadership.
Exploring opportunities, bringing out leadership, empowering communities,
providing a strategic understanding are some of which this conference can
bring out. Apart from all these, providing a national-level platform for
Indian Wikimedians to connect, re-connect, and establish their
collaboration itself can be a very important purpose on it’s own.

I hope we, the Indian Wikimedia Community members, come together in our
various capacities and make this a reality by 2020. I believe we all will
take learnings from earlier attempts and improve processes & use best
practices in conducting this conference purposefully and fruitfully.

Hello Jayanta,

I would like to appreciate you and team for planning and rolling out this
training. Along with that, I would also like to raise a major concern which
is unrelated to bidding but is more about program design.

Meta page about this event says that "The selection [of participants] will
be done by each Indic Wikisource community.". Apart from all good
intentions behind this process, I would like to point out that in many
cases this is likely to create barriers for participation.

   - *Communities with community health issues: *For some communities which
   are having community health issues, this will only result in further damage.
   - *Even for remaining healthy communities:* Even in those communities, I
   would like to point out to you that there are still several community
   members who never felt comfortable in commenting or posting anything in
   their respective village pumps, in almost all languages.

At large, this approach is going to be counter productive to community
members who by nature are not so social. And we can not exclude them. Also,
in some cases, this will give more power to power networks and structures
which can result more exclusion. At large this is structurally creating a
way for exclusion.

Apart from my stand, I would like to acknowledge that I feel this process
is considered to set up to increase accountability in participants and
improve community involvement and agency. But, I believe we can find other
ways to solve issues with accountability. I can, with all due respect to
the people who thought out the process and people who suggested this,
strongly say this is not acceptable way to deal with accountability
question or for that matter even the question of improving community
collaboration.

position in Access to Knowledge team of The Centre for Internet and
Society. I would like to take this as an opportunity to thank Indian

I am immensely blessed to work hand in hand with many of you in my A2K
capacity. What I learnt and moments I shared in our interactions stays with

[Wikimediaindia-l] Government of Telangana Re-licensed content and Felicitated Wikimedians

Dear All,

Greetings from Telugu Wikipedia community and CIS-A2K!

The Language and Culture Department of the Government of Telangana and
Digi”Tel” Telangana organized Conference about “Telangana Culture,
Literature, Language and Festivals in Digital Medium[1]” on October 12 and
13. The event was supported by CIS-A2K where Telugu Wikipedian Pranayraj,
Ajay Bandi and Pavan were part of the event. Some of the outcomes of this
event were:

   -

   19 Telugu Wikipedians were felicitated by the Government of Telangana
   during the event for their effort and contributions on Telugu Wikipedia.
   -

   Mamidi Harikrishna, Director of Telangana Language and Culture
   Department announced to relicense 8 books into CC-BY license which includes
   Magnus opus of the department’s work “Telangana Tejo Murthulu” (Life
   sketches of 153 luminaries of Telangana). He also re-licensed oil paintings
   of 38 Telangana luminaries into CC-BY license.


   -

   Yerra Ramarao showcased the “Telangana Village Project[2]” (which is
   part of Telugu Village project) in the conference, this project has helped
   to improve content about revenue villages of Telangana in Telugu
   Wikipedia.[Notes1] Along with him, other Wikipedians also shared their
   experiences, ideas, and projects with the participants.


   -

   The Government of Telangana will publish the papers presented by
   writers, historians, and researchers contributing in digital media as a
   book under CC-BY license.


I would like to thank Pranayraj for his effort in this process and thanks
to Telugu Wikipedia community and my colleagues at CIS-A2K for all their
