He wrote about his for the Institution of Civil Engineers in 1897. Most [Haven't read all] articles say that this dam is located on the Periyar River. There is ONLY one source that states that this dam is located on the confluence of the Mullayar and Periyar. This source is published by the ENVIS Kerala: Environmental Information System Centre (ENVIS), Kerala. Pradeep and I had a small discussion over phone and Twitter and came to a conclusion that this may NOT be suitable as it is an article from Kerala. Right now we need a neutral source, preferably from the Central Government. If anybody finds such a source, PLEASE do add it. Note, that there is a standard format for adding citations, sadly that isn't being followed. Do note, please do not add links to blogs and forums.
