I have put some basic info about requireing the User-Agent header at https://wiki.toolserver.org/view/User-Agent_policy. This way, there's a place where can point people for more info. Thanks, but FWIW, the very first sentence: Wikimedia sites require a HTTP User-Agent header for all requests. is false.
