They are not strictly Wine bugs, but that doesn't mean they can't be
tracked in bugzilla. We also track website or appdb bugs, where nothing
can be fixed in Wine either. I do think it would have to be a different
product in bugzilla, not just a component of the Wine product.

Bugzilla is not the best place for discussiions, wine-devel is a better one
IMHO. Usually the packaging bugs are detected by comparing behaviour of a
pre-packaged Wine version with the one built by a user from source. It's
a common practice to mark the bugs invalid if there is nothing that could be
fixed in Wine to make the bug disappear, and the packaging bugs are of that
category. It would be expected that a packager has some bug tracking system
already. Or you have some specific bugs in mind that are not clearly the
packaging problems?

Sometimes it's not 100% clear whether a problem is in the packaging or
upstream part of Wine, and packaging bugs are just as much legitimate
problems as normal Wine bugs.  WineHQ is often the best place to have
that discussion as 1) more than one packager would see it, and 2) if
we're doing something wrong a developer can tell us too.

I think we discussed this idea last wineconf informally, although I'm
not sure anyone committed to making it happen.
