In many colocation facillities you can 100mbps port for ~$200 monthly
and 1gbps port for ~$1500 monthly.  So the excess would be valued
accordingly in my book.  I just wish I could get them prices here.

The broadband stimulus package had "increasing access to broadband" as a
primary goal, and "creating jobs" was at best a second-order effect. If the
primary goal were to create jobs or reduce unemployment, yes, there are many
more cost-effective ways to do so, but that wasn't the point of that little
part of the 2009 stimulus bill.

Excessive retries can definitely cause a severe reduction in throughput.
Here's a study I did a year or two ago.  The test was to see how many
retries a typical 802.11 AP/station would send before giving up.  I was
surprised.  This particular test run was to see how effective MikroTik's
frame lifetime setting was.

* AP, 802.11b, channel 1, ROS 3.3
* Engenius station
* RB112 w/ NMP-8602 station, ROS 3.3
* RB112 w/ NMP- sniffer, ROS 3.3

* Dynamic test configuration
  o AP, 802.11b, channel 1
+ hw-retries - 4
+ on-retry-fail-time - 100ms
+ disconnect-timeout - 3s
+ frame-lifetime - 0 (infinite)

These tests are counting AP-side retransmits, but the same applies to
the CPE.  When we have a suspect client with a MikroTik CPE, we login
and change frame lifetime to ~10.  If it completely breaks them, then we
know they're (part of) the problem.  In an extreme case, we had to put
another AP up in sniffer mode to find the culprit.  In more than one
case, the problem was a metal barn either directly in front of the
customer's antenna, or at the half way point.

While it may seem that nothing has changed, it is certain that SOMETHING
has changed.  Some things to try:

* Run a packet capture on both ends of the link looking for protocol 89
(OSPF).  You'll be looking for the "hello" packets.  

* Assuming you see these packets at both locations, you should check for
firewall changes at the remote end.  Then end that shows "init" state IS
seeing the hellos, so it is the OTHER end that is NOT.

* If you are seeing the hello on both ends, the next thing would be to
restart OSPF on the remote end.  You should be able to restart OSPF on
just that one interface.  With Mikrotik, you can do that by
disable/enable the network under ROUTING->OSPF->Network.

* If you are NOT seeing the hello packets on the remote side, then
you'll need to ensure that the link between these 2 devices is able to
pass multicast traffic.

* If all else fails, rebooting the remote devices or the link may help.

I have seen this with switches, as well as PoE injectors!  Don't tell me
how a POE injector could cause OSPF to not function correctly, but as
soon as it was replaced, it came up.

I will power cycle the switch tomorrow.  It is an industrial DIN-rail
mount that is not managed.

The problem may be that the switch has failed to forward multicast
traffic from this port.  Normal traffic would flow correctly.  Have
you power cycled the switch?  Is it a managed switch?  Does it have
the ablility to permit or deny multicast traffic on a port by port
