Not sure what you're asking but I think POP and leave mail on server
would do what I interpret your goal to be.

Pretty simple in exchange.

Use the Pop3 Connector - if they are looking to keep it local - just  
make sure to select the option to keep on remote server :-)
Wonder what the reason for both remote and local is ...

You could always setup exchange to serve their webmail as well.

[WISPA] Mail Issue

I have a site that gets internet access on a server only and they need email 
services. The have exchange which can be used internally. They also have access 
to their company mail through webmail. I need to be able to pull their mail to 
a server for local access while leaving a copy for webmail. I don't want to 
host the mail locally. 

Any ideas?
