Not sure what you're asking but I think POP and leave mail on server would do what I interpret your goal to be. Pretty simple in exchange. Use the Pop3 Connector - if they are looking to keep it local - just make sure to select the option to keep on remote server :-) Wonder what the reason for both remote and local is ...
