My question is

Are they really worried about the usage? Is it really hurting them?

Or are they just jumping on the bandwagon, crying wolf, to get a peice of 
the action, to find a reason  to increase revenues?
Why turn opportunity away?

Its so much easier to just increase the price, than it is to do tangible new 
work to increase revenue.

They started out with unlimited dial-up and took that away. Almost all
dial-up now is capped per so many hours a month. So now its spreading to
broadband. I'm not surprised.
